PREFACE
Long before the Revolution of 1964 the Afro-Shirazi Party
promised the people of these islands a number of social and
economic reforms in the event of its coming to power. We have
now completed six years since the Party took over the reins of
government of this country. During this period a firm foundation
has been laid in the implementation of the promised reforms in
the following fields:
(a) to wipe out all forms of discrimination humiliation and
poverty;
(b) to provide free education and of the kind that will be best
suited to the needs of this country;
(c) to provide free and better medical facilities for all without
discrimination;
(d) to provide decent and modern houses for our people in
urban as well as in the rural areas;
(e) to provide fresh water supplies in towns and in the villages;
(f) to build new roadsin towns andincountryside forthebenefit
of the people;
(9) to control the economy of the country in the interest of the
people;
(h) to increase agricultural production until this country is self
sufficient in food supply.
During the past six years we have been able to finish 35 % of
the work required for us to reach owr targets. Let us now enter
the seventh year with a determination to put in greater efforts
so that the Party's objectives are fully attained.
ABEID A. KARUME,
THE AFRO-SHIRAZI PARTY-1969
Itwas 5th February, 1957, thattheAfro-Shirazi Partywasfounded
under the leadership of His Excellency, Sheikh Abeid. A. Karume.
The aim was to establish a socialist regime which will neither allow
nor tolerate any form ofexploitation of man by man or a group of
people exploiting another.
Owing to the wise and enlightened leadership ofthe President of
the Party and the wholehearted co-operation of the people, the
year 1969 has been one ofspectacularachievement in every aspect of
the country's development such as:
(a) Housing:
Considerable progress has been achieved in the Party's efforts to
provide decent and modern houses to peasants and workers both in
the town and in the villages of Zanzibar and Pemba. Similar
progress has been achieved in the programme ofbuilding additional
schools and hospitals in Zanzibar and Pemba.
(b) Road Construction:
Due to the Party's guidance and the efforts of the people, several
roads in the town have been widened and a number of new ones
built both in town and in the rural areas. Such roads have been
proved of immense value as a means of communication especially
for the farmers who require transport facilities to get their produce
to the markets in town easily and cheaply.
(c) Water Supply in the Rural Areas:
The year 1969 has seen considerable progress in the supply of
clean running water to the villages. The following villages can now
boast to have an efficient water supply system. These are: Bambi,
Machui, Chaani, Makunduchi, and in Pemba - Micheweni.
(d) Financial Help to the Agedand Infirm :
The Afro-Shirazi Party was not satisfied with just providing for
the people better houses and clean water. It took the further step
of giving the old and the infirm financial help in the form of a
monthly payment of Shs. 50/- per person for the rest of their life.
The Party has also taken on itselfthe responsibility oflooking after

all orphans aswell asyoungchildrenwhoseparentsarenotfinancially
inaposition tomaintainthem. Thisschemewas successfully carried
out last year.
(e) Agricultural Activities:
Socialism and selfreliance as explained in the Arusha Declaration
are the principles of the policy of the Afro-Shirazi Party. One of
the aims in the policy of self reliance is for a country to be self
sufficient in its food requirements. In compliance with this policy,
the A.S.P. has been continually giving encouragement to the people
to increase their efforts in agriculture and also to give them every
assistance so that they may be successful. Great progress has been
obtained last year not only in the cultivation of rice but also in
several items of agricultutal produce such as cowpeas, cassava,
bananas, pineapples. Equallysuccessfulwasthe outcomeofpoultry
farming last year and the number of eggs obtained was sufficient
to meet the local demand.
(1) Trade and Commerce:
As regards trade generally, a great stride forward has been taken
under the guidance of the A.S.P. Government, resulting in imp
rovement and expansation. We were able to increase our exports
and reduce imports, the latter being the result ofthe great harvests
which we obtained following our cultivation campaign. A full
report of these developments will be found in the section of this
book dealing with the Ministry of Trade and Industry. In short,
we have been able to export the following inlargequantities: copra,
cloves, chillies, coconut oil, clove oil and lime juice. Imports of
onions, rice and peas have been much reduced following our own
effortstostartcultivation to theseitems. Our shoe factory has been
able to produce sufficient shoes to meet the local needs and as a
result there has been no importation ofthis article at all. Similarly
there has been no importation ofwashingsoapand soda except for
Coco-Cola as the local production of these two articles has been
satisfactory and sufficient to meet our requirements.
It is sincerely hoped that due to the wise and selfless leadershipof
the President of the A.S.P., the Hon. Sheikh Abeid A. Karume,
greater progress will be achieved in 1970. It is expected that in

1970 our efforts in agriculture will be stepped up so as to increase
our cultivation of rice, millet, corn, beans, cowpeas and onions.
Poultry farming will also be expanded in order to be self-sufficient
in eggs and at the same time to sarc üür money for other nation
buildingprojects.
ItisalsotheintentionoftheA.S.P. Governmentledbythe Revolu
tion Council to increase the number offactories in order to be able
to produce sugar, ghee, milk, canned fruit and cigarettes.
It is our sincere hope that due to the wise guidance of the Party
coupled with the efforts of the people themselves, these aims and
aspirations will be fulfille since these are the very promises given by
the A.S.P. earlier and which were repeatedly explained by the
President of the Party Hon. Abeid A. Karume at public meetings.
Now the Party has recieved the blessing of God and it has formed
a Government led by the Revolutionary Council.

li was on the night of 11/12 Jailuuluj, 1964, when militant
members of the Afro-Shirazi Party staged the Revolution which
overthrew the colonial regime under the Sultan so that on 12
January, 1964, Zanzibar was declared the People's Republic of
Zanzibar under the Afro-Shirazi Party Government led by the
Revolutionary Council. From that date to this day, that is for the
last six years, steps have been taken (and will continue to be taken)
by the Government to fulfil the promises made by the Afro -Shirazi
Party when the party was struggling to redeem these islands
and establish a Government which would restore the intergrity of
the common man. Among the fruits which are now enjoyed by the
people of the islands, as a result of the Government's fulfilment of
those promises, are the following:
1. On the Restoration of the Intergrity and the Establishment of
the Government of the Common man:
The common men and women, who constitute the greatest
section of the population of the islands, come from people of
different races, though in the main they are from people of African
origin. These people were suppressed for a long time and had
practically lost many of their rights under the colonial system
headed by the Sultan in partnership with British colonialism which
had lasted many years. Under that system were also classes of the
rich and the privileged who always exploited the majority until
January, 1964, when the workers and peasants of the islands took
over the reins of the government and with it the responsibility to
manage their own affairs. Now men and women of all ages are
cooperating in the building of the new nation on the principle of
socialism and self-reliance.
2. On Land and Agriculture:
Among the steps taken by the Afro -Shirazi Party Government
which is led by the Revolutionary Council was to proclaim all land
the property of the state and then distributed it in suitable units to
the people. Before the 1964 Revolution all arable land was in the
hands of very few people who were rich or privileged and who
lived happily in town on the sweat and labour of the peasants.
