Last statistics have clearly shown tendency of fast growing urban population worldwide. These
urbandevelopmentshavetremendouseffectonthevarioushuman, social, political, economical
andgeographicalaspectsofurbanandregionalplanning.Livingareasareexpanding,ruralareas
are reducing, industries are moving outside the residential areas, contacts and communications
betweenpeopleandgovernmentsaregettingcomplex,investorsandpoliticiansareprogressively
improvingtheirprogramstowardssustainabledevelopment.Thisprocessisespeciallyintensivein
thedenselypopulatedpartsofEuropeancities,whereindustryandinfrastructureneedmoreand
betterorganisedspace,citizensandlocalgovernmentsneedbetterandextensivewayofcommuni-
cation.Theimpactofurbanexpansiononruralareasisalsosignificantandshouldbestudiedand
analysed.
Itisoftendiscussedthattheurbanprocessinvolvesagreatvarietyofactors,needsahugeamount
ofdataandknowledgetobeabletomakethegoodandwell-motivateddecisions,whichwillensure
sustainabledevelopmentoftheurbanandregionalareas.Technologyadvancesingeo-sciencescan
greatlyhelpwhilediscussing,decidingon,monitoringandcontrollingurbanprocesses.
ExistingspatialtechnologieslikeGIS,CAD,spatialDBMShavealreadyprovedtheirapplicabil-
ity and usability in almost every sector of urban development. Urban Planning Systems, Public
ParticipationSystems,etc.havebeencontinuouslydevelopedandimprovedcontributingtobetter
decisionmaking,communicatingideasbetweendifferentactorsaswellasreceivingfeedbackcon-
cerningalternativesorimplementeddesigns. Newtechnologiesareprogressivelyemerging.The
thirddimensionisnotthatproblematicanymore.3DGIS,VirtualReality,andinternet-connected
DigitalGlobes(e.gGoogleEarth)makeitpossibletosimulateinarealisticwaysuggestedsolutions
andvisualiseexpectedconsequences.
TheUrbanDataManagementSociety(UDMS)aimsatprovidingaforumtodiscussurbanplan-
ningprocesses, exchangeideas, shareinformationonavailabletechnologyanddemonstrateand
promotesuccessfulinformationsystemsinlocalgovernment.Toachievethisgoal,theSocietyhas
decided to organise international symposia at various locations in Europe.The first symposium
wasorganisedin1971inBonn, Germanyandsincethistime25successfulsymposiahavebeen
held.Theinitialfocushasbeenonurbanapplications,butconsideringthecloselinkwithregional
andruralissues,thesehaveincreasinglybeenrepresentedandhavegrownrecentlyinimportance.
Duringthelastseveralsymposiaurbanandregionalplanninghasbeenaddressedinitscomplexity
and integrity. From an economic point of view land becomes scarce and therefore much more
valuable. Since 1995 the Society extended towards Central and Eastern Europe. Experiences in
CentralEuropehaveshowntheimportanceofsolvinglandmarketproblemsinordertoestablish
a free market economy. With the expansion of the European Union it is now the main aim of
