The new framework models the linkage between HRM practices and firm performance, generates an HRM input demand function, and explains variations in HRM practices among firms over time. It uses transaction cost theory to analyze whether a firm coordinates HRM through external or internal labor markets. The theory yields implications that contradict some conventional propositions in the HRM field.
