Do fishermen hold the power to change regulations and government minds? I have always
believed that if one is convicted enough to his or her beliefs and doggedly pursues those
beliefs which are for the benefit of all, you will get results. And that includes the fishery world.
Just the other day was a fine example of such. Area fishermen, upset that new regulations
would drastically limit their fluke catch met with the Division of Marine Fisheries chief, Phil Coates, to see if at all,
any higher quota could be allowed. And it worked.
Mr. Coates, whom I believe has been great advocate for New Bedford fishermen in his extremely difficult role
as government department head and fishery manager, welcomed the discussions. He came to New Bedford to listen
carefully to fishermen concerns and was willing to go to bat to support an emergency amendment which would allow
a larger catch limit. But that limit would be shut down once the overall management quota is reached for the season.
Phil Coates approached the issue in a very responsible and reasonable way. We could only wish all government
chiefs and fishery managers would act just as fair. But than again the world could never be that perfect.
