Attendance and participation at the City of La Verne Council meetings are welcomed and
appreciated. Community engagement provides the City Council with valuable information. Regular
Meetings are held on the 1st and 3rd Monday of every month. In compliance with the American
Disabilities Act, any person with a disability who requires a modification or accommodation in order to
participate in a meeting should contact the City Clerk’s Office at (909) 596-8726 at least 48 hours prior
to the meeting.
All items submitted for future agendas must be in writing to the Assistant City Clerk no later than 5
p.m. on the Monday prior to the first and third Monday of each month. Materials related to an item on
this agenda, submitted to the Council after distribution of the agenda packet, are available for public
inspection at the meeting or in the City Clerk’s Office during normal business hours.

4. ANNOUNCEMENTS AND PRESENTATIONS
Presentation of Community Emergency Response Team (CERT) Certificates- In August
2016, the City of La Verne Fire Department initiated the La Verne Community Emergency
Response Team (CERT) Program. The first training classes began in early 2017, and there are
61 La Verne residents that have completed the CERT Basic Training Certification. The third
eight-week CERT course recently completed training and the participants will be receiving their
certificates tonight. These trained volunteers play a significant role in our community’s emergency
response to disasters. In addition to being ready to assist the city during times of crisis, team
members also provide support at city events. Recent CERT activities have included bike race
traffic control, community smoke alarm canvas events, and a multi-city CERT program training
event. In addition, present tonight are the La Verne CERT Community Coordinators, Jen and Jim
Kesterson, and Jim Murphy. These three dedicated individuals coordinate all activities of the La
Verne CERT program. On August 17, 2017, eleven new team members completed and
graduated from basic training course for the CERT Program. The following individuals will be
presented with their certificate of completion and ID cards:

5. CONSENT CALENDAR (All items on the Consent Calendar are considered to be routine and will
be enacted by one motion unless a member of the City Council or member of the audience
requests separate discussion.)
a. 2016-17 Register of Audited Demands in the amount of $211,771.37 dated August 14,
2017; and in the amount of $397,745.34, dated August 21, 2017, approval recommended.
b. 2017-18 Register of Audited Demands in the amount of $931,316.44, dated August 15,
2017; and in the amount of $292,413.29, dated August 22, 2017, approval recommended.
c. Canterwood Odor Update – Creekside Development – This is the third update in
regards to the petition that was received from homeowners/residents at Canterwood Road
experiencing a bad odor coming from inside and outside of their homes which they believe
is a product from the sewer lift station that is part of the Creekside residential project (22
new homes) under construction off of San Dimas Canyon Road. Staff continues to work with
the developer of Creekside, Meritage Homes, to try and identify where the odor is originating
from so it can be stopped.
Staff is asking for further deferral until the next council meeting to have ample time to
get the pumps up and working again. The City will continue to not issue any new
building permits, until at least the next Council meeting.
d. Youth and Family Action Committee Executive Board Appointment - The bylaws of the
Youth and Family Action Committee (YFAC) allow for a five–member executive governing
board that is appointed by City Council. Each member serves two-year terms. Board member
Ernie Dorado’s term has expired and he has accepted to serve another two-year term on the
committee.
Staff recommends that the City Council reappoint Ernie Dorado, member-at-large, to
the La Verne Youth and Family Action Committee for an additional two-year term.

e. Youth and Family Action Committee Minutes of June 27, 2017, to be received and filed.
f. Resolution (s) passage and adoption recommended, as follows:
1. Resolution No. 17-60 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORZING THE
EXECUTION OF AN AGREEMENT WITH THE UNIVERSITY OF LA VERNE FOR A
HOMECOMING EVENT - The University of La Verne has submitted a request to use
parts of Third Street, C Street and Second Street for Homecoming events on
Saturday, October 28, 2017. The request specifically involves the closure of Third
Street between B and C Streets, the closure of C Street between Third and Second
Streets, and the closure of Second Street between C and D Streets. The street
closures will occur from the hours of 12:01 a.m. to 3:30 p.m. on the day of the event.
Recent policy has been to prepare individualized agreements for street closure
events. Staff has therefore developed a standard agreement outlining the traffic
control plan requirements, locations, schedule, estimated fees, applicant’s
responsibilities, and insurance and indemnification requirements.
Staff recommends that the City Council should adopt Resolution No. 17-60,
authorizing the City Manager to execute the Agreement with the University of
La Verne permitting the Homecoming event on Third, C and Second Streets.
2. Resolution No. 17-61 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZING
EXECUTION OF A PUBLIC WORKS CONTRACT WITH MK CONSTRUCTION, INC.
FOR THE BOWDOIN AVENUE STREET IMPROVEMENTS PROJECT. - The Public
Works Department recently solicited bids for the Bowdoin Avenue Street
Improvement Project, CDBG Project No. 601892-16. The planned improvements will
include constructing new sidewalk, curb and gutter, driveway approaches, curb
ramp, and pavement resurfacing. The project was advertised on July 28, and
August 4, and bid proposals were received and opened on August 22, 2017. This
project is categorically exempt from the California Environmental Quality Act,
Section 15301 – Existing Facilities, and City of La Verne environmental guidelines.
Staff recommends that the City Council approve Resolution No. 17-61 which awards
a Public Works contract to MK Construction, Inc. the lowest, responsible bidder, in
the amount of $125,200.00. Approval of the resolution also authorizes staff to
approve change orders up to 10% of the contract amount per City Council policy.

3. Resolution No. 17-62 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, DESIGNATING
THE CALKINS-PERRIN HOUSE AS A LOCAL LANDMARK; APPROVING A
HISTORICAL PROPERTY AGREEMENT; AUTHORIZING THE MAYOR TO SIGN THE
AGREEMENT WITH THE OWNERS OF THE LANDMARK PROPERTY; AND
RESCINDING RESOLUTION NO. 17-51 - Staff has made revisions to the Mills Act
Contract which was approved at the August 21, 2017 City Council meeting. The
revisions are regarding the ownership of the home which is under the Stahlman
Family Trust, the trustees of which are William B. Stahlman and Karla A. Stahlman.
The owners of 1635 5th Street, request: (1.) Recognition of the home, 1635 5th Street,
as a local cultural landmark, and (2.) Approval of the revised Historical Property
Agreement, also known as a “Mills Act” contract, which commits them and future
owners to maintain their historic property in an exemplary manner and to retain or,
where appropriate, restore historic features. The Agreement will result in lower
property taxes for the owners.
Staff recommends approval of Resolution No. 17-62 designating 1635 5th Street as a
local landmark and approving the attached historical property agreement and
rescinding Resolution No. 17-51.
6. PUBLIC HEARINGS
a. Zoning Amendment Replacing Chapter 18.82 of the La Verne Municipal Code Relating
to Medical and Recreational Marijuana, Case No. 76-17ZA - Staff has prepared an
ordinance that would delete and replace Chapter 18.82 of the La Verne Municipal Code which
currently regulates uses relating to medical marijuana. The proposed ordinance is in
response to the State of California’s Adult Use of Marijuana Act (AUMA) which allows the sale,
cultivation, and use of recreational marijuana. The proposed ordinance reestablishes
regulations relating to medical marijuana as authorized by the Medical Marijuana Regulations
and Safety Act (MMRSA) and adds restrictions regarding recreational marijuana in
accordance with the AUMA. The Planning Commission, Development Review Committee,
and staff recommend approval of the proposed Ordinance.
Staff Recommendation: The City Council should read, introduce and place on first
reading, Ordinance No. 1077, authorizing Municipal Code
amendments relating to medical cannabis, personal
cultivation of marijuana, and all commercial marijuana
activities.

b. Accessory Dwelling Units Ordinance Amending the Zoning Provisions of the La Verne
Municipal Code in Accordance with State Law - Staff has prepared an Ordinance that
would modify Title 18 of the La Verne Municipal Code relating to accessory dwelling units,
also known as second units, in-law units and granny flats. The proposed Ordinance is in
response to changes in State law regulating accessory dwelling units. The Planning
Commission, and Development Review Committee and staff recommend approval.
Staff Recommendation: The City Council should read, introduce and place on first
reading, Ordinance No. 1078, authorizing Municipal Code
amendments relating to accessory dwelling units:

ANGELES, STATE OF CALIFORNIA, AMENDING THE

CODE RELATING TO ACCESSORY DWELLING UNITS IN
ACCORDANCE WITH STATE LAW.
7. OTHER MATTERS
General Plan Update and Formation of a General Plan Advisory Committee (GPAC) - The
City’s General Plan Consultant, the De Novo Planning Group, will be presenting an overview of
the General Plan process including public outreach, and the plans for moving forward with the
General Plan update. The consultant and staff will also present a brief overview of the process of
forming a General Plan Advisory Committee (GPAC) and the selection process.
Staff Recommendation: The City Council should hear the presentation from the
consultant and staff and select two members of Council to
serve on the General Plan Action Committee.
8. PUBLIC COMMENTS/ORAL COMMUNICATIONS - This is the time set aside for anyone
wishing to address the City Council on items not listed in any other place on the agenda. Under
the provisions of the Brown Act, the legislative body is prohibited from talking or engaging in
discussion on any item not appearing on the posted agenda. However, your concerns may be
referred to staff or set for discussion at a later date. Any person desiring to speak should
complete a ‘Speaker Card,’ located at the podium, and hand it to the Assistant City Clerk. When
addressing the Council, please go to the podium and state your name and address for the record.
The Mayor reserves the right to place limits on duration of comments.
