Disaster risk reduction is a process that leads to the safety of communities and
nations. After the 2005 World Conference on Disaster Reduction, held in Kobe,
Japan, the Hyogo Framework for Action (HFA) was adopted as a framework for
risk reduction. The academic research and higher education in disaster risk reduc-
tion has made, and continues to make, a gradual shift from pure basic research
to applied, implementation-oriented research. More emphasis is being given to
multi-stakeholder collaboration and multi-disciplinary research. Emerging univer-
sitynetworksinAsia,Europe,Africa,andtheAmericashaveurgedprocess-oriented
research in the disaster risk reduction field. With this in mind, this new series
will promote the output of action research on disaster risk reduction, which will
be useful for a wide range of stakeholders including academicians, professionals,
practitioners, and students and researchers in related fields. The series will focus
onemergingneedsintheriskreductionfield,startingfromclimatechangeadapta-
tion,urbanecosystem,coastalriskreduction,educationforsustainabledevelopment,
community-basedpractices,riskcommunication,andhumansecurity,amongother
areas. Through academic review, this series will encourage young researchers and
practitioners to analyze field practices and link them to theory and policies with
logic,data,andevidence.Inthisway,theserieswillemphasizeevidence-basedrisk
reductionmethods,approaches,andpractices.

Preface
The world has spent a majority of 2020 and 2021 enduring an unpreceded crisis
caused by the COVID-19 pandemic. The impact of this crisis has been enormous,
and the situation has yet to be resolved. It is still difficult to anticipate when the
pandemicwillberesolvedandhowourliveswillchangeafterthecrisis.
HigherEducationalInstitutions(HEIs)havealsohadtoundergotremendoustrans-
formation,inparticular,changingaconventionaleducational,teaching,andlearning
systemtoa digitaland online mode and canceling or postponing important events
suchasgraduationandentranceceremoniesandentranceexaminations.Inaddition,
anumberofHEIshavebeenfacingfinancialconstraintsduetoreducedenrollment,
particularlyfromoverseas.Studentshavemissedoutonopportunitiestomeettheir
familyandfriends,causingthemprofoundpsychosocialimpactandstress.
However, simultaneously, the situation has given HEIs a good opportunity to
consider their disaster preparedness, response, and recovery capacity on campus.
Some surveys have highlighted a lack of preparedness for pandemic and other
hazardousrisksbeyondnaturalhazards.Holdinganumberofstudents,faculty,and
staff,safetyissuesareatoppriorityatHEIs.
Based on the above context, this book has three key parts: Part I: Governance
(consists of two chapters), Part II: New Teaching and Learning Methodologies
(consistsofsixchapters),andPartIII:InnovativeResponseandPreparednessBased
on Science and Technology (consists of six chapters). Covering the experiences
andlessonslearnedfromHEIsinpreparedness,response,andrecoveryduringthe
COVID-19 pandemic to prepare for future such calamities beyond natural disas-
ters,thisbookhastwospecifictargetgroups.Theprimarytargetgroupsarestudents,
researchers,andacademiainthefieldofdisasterriskreduction,highereducation,and
safetystudies.Theothertargetgroupispractitionersandpolicymakersforapplying
the collective knowledge into policy and decision-making. The book will help to
