like to introduce.
Mrs. Keehn addressed the Commission by stating her name and title - Brandy Keehn, mterim
LT. Manager. I just wanted to introduce Jason Michel, he's ilie one I've been talking to you
about. Unfortunately he won't be able to be here iliis evening, but I wanted to at least
introduce him and then let him give sort ofa summary of who he is and what he's bringing to
the table, and then if you had any questions. He has some stuff that he needs to fmish up
today but I just wanted this chance for you to be introduced properly.

Mr. Michel addressed the Commission and stated like she said, my name is Jason Michel.
I've just been here a couple of months now, I come from a long line of Engineering,
Consulting, been doing this fer about 20 years, 12 years as an Anny veteran, kind of picked it
up at the end of my career. I've worked in all different space, I actually worked in this type of
a role for a City that I lived in in Ohio. I'm originally from Ohio, I moved down here about
three years ago, so I'm kind of used to how, you know the utilities and all that, so I'm familiar
with a lot of the processes here. It's been challenging at times here, trying to get all these
projects going, but I'm, yes, I'm more than happy to answer any questions you guys may
have, you know about experience or you know what I've been doing.
Mrs. Keehn stated and I will say, just to kind of give you some, in case you did have some
questions, we were able to complete the data center move and all of the cutovers are about
90% complete. We're just waiting for some fail over testing and some hard documentation of
our system. And Mr. Michel really took lead of that project in March and was really the
driving force and we wouldn't have been able to fmish it without him. So if you have any
questions regarding maybe high level or technical, or any questions that you might have about
our infrastructure or our security or anything you can think of, he would be able to answer
that for you.
Commissioner Holcomb stated now do we, are we more capable of handling things internally
when the dam breaks instead of having to call in the Coast Guard.
Mrs. Keehn stated he actually is able to replace Presidio completely right now ...
Commissioner Holcomb stated okay.
Mrs. Keehn continued., with what he can do, so we won't need to use them at all for managed
services and really, I would say, he took the lead in the project and we didn't have to use
them. Probably near the end., almost 90% of the project, Mr. Michel handled himself, so.
Commissioner Holcomb intetjected that's encouraging.
Mrs. Keehn stated and he was showing thern what to do actually so, yes, it was very, it was
great, he was a lot of help.
Commissioner Davenport stated Mr. Michel, you spoke of security just then, that's what
concerns me as a Commissioner, somebody getting into this, our rate holders or policy
holders I should say, hnt breaking ... How do you feel about our level of security, of the real
hacking?
Mr. Michel stated well now, now that we kind of got everything moved, I can kind of, I've
done a little bit. There's some things 1'd like to tighten up \Vith my, I actually owned my
company for about seven years and one of the things that I did was, I was hired by casinos
and banks in Las Vegas, to do ethical hacking and test their firewalls and penetration testing

and things like that. So I'm going to be able to apply a lot ofthose here to make sure that,
you know. And then we've got a PCI scan that's coming up so we're going to go ahead and
use that, remediate if necessary, and then, and tighten things up as we move forward. So I
think right now everything's good. There's, I know you guys are probably listening to the
news with the new rausomware that hit over in Europe, that's kind of scary. I've sent out
emails already this morning on that. I'll continue to do that as things that I, you know threats
are identified that I think the U .C. staff needs to know about and things that they can use to
protect fuemselves as well as you know, the U.c. as well.
Commissioner Davenport stated thank you.

Commissioner Griffith stated just a quick question, how are you feeling about your timeline,
being able to deliver against the, what is it the "divine" nine projects you've got now.
Mrs. Keehn stated it feels like that, absolutely.
Commissioner Griffith but how are you feeling about being able to deal with the timelines
that have been established.
!vIr. Michel stated most of the time, my goal is to always to deliver on time, even early, and
under budget if! can, that's just a matter, there's a lot of moving parts. But this project I kind
of came into a little bit, so I was actually the cause for a couple of the push backs because I
just didn't that we were in a position that we would have been able to do it successfully
without creating work. I wanted this thing to be as user transparent as possible, I don't want
anybody to really know that anything was going on and when it got to that point I pushed
things back. So, but normally if I'm involved in it in the beginning, you know my attention to
detail is pretty spot on, I'm going to make sure that I can get things delivered.
Commissioner Griffith stated thank you, we appreciate your help, glad to have you.
Chairman Biedenbach stated what do you see as the biggest problem we have going forward.
Mr. Michel stated just getting things up to best practice, a lot of things. And then a lot of the
equipment, getting it on life cycles, making sure things are covered under a service contract or
a warranty. And also examining the ones that we currently have and see if there's a use for
them or a need for them. A lot of times, a lot of things that I've noticed during this one, we
had some hardware that we were moving with this migration that wasn't, wasn't even really
covered under contract so if something had happened to it we wouldn't have been protected,
we would have had a lot less avenues of recourse for remediating that. So now moving
forward I want to make sure that the desk tops, the servers, the networking, everything is on a
life cycle so that we can plan and budget for when we're going to do replacements, all that,
make sure licensing and everything is up to date.

Chairman Biedenbach stated how long do you feel it's going to take you to get a handle on it
so that you're comfortable with that.
Mr. Michel stated I'm pretty much there now, I've been doing, one of the things I always do
when I fIrst start is I trade my own internal documentation and then I basically do my own
discovery. Make sure that I have an understanding of what, you know what we own, what we
know, all that stuff and then I put it into documents and those documents are living documents
and they, I update them as I get new information. So I've got a good handle on the current
infrastructure and where we're at as far as what we need to replace and what is going to be
due to replace three years up. So I like to try to plan three years in advance as far as
budgeting for replacement, hardware, and all that. Some of the things are, have been a little
trickier to find, some things are kind of obscure, that there's no documentation on so, but I've
got a handle on that stuff now so I think moving forward it's going to be pretty seamless.
Chairman Biedenbach stated do you feel that we are secure enough that we can continue to
function and not have a situation where all of sudden we could be in peril.
Mr. Michel stated yes, I think, I mean we've got strong fIrewalls in place. We have, the only
thing I'd like to audit a little bit more now that things have kind of settled is user access.
Need to know, right to know, that kind of thing, as far as the way that, that's just more
internal operation, but from an outside looking in I think we're fIne.
Chairman Biedenbach stated one of the things that we have problem with is, and I'm not
questioning your ability because I know absolutely nothing about your side of the business, I
know nothing. I mean if the, when you tum the computer on if it doesn't tum on I call
somebody. So, but one of the things we had people that, the indication was they didn't know
what they were doing. How can we, or do we need to have somebody from the outside, and
again I'm not questioning you, but I don't want to see a failure like this just because
somebody thinks it needs to be done this way and it should be done this way. And I don't
know anything about what I'm talking about so. Is there, do we need, Mrs. Keehn do we
need ...
Mrs. Keehn addressed this inquiry and stated what I'll give you, either this, well not this
month it will be the next month or the following month, is the penetration and vulnerability
test that's done from an outside organization that has nothing to do with us. So at that point
you'll be able ... , they'll audit us and then they'll give you, or we'll give you the document
and you'll be able to view and review what we've done, what we can do better. There'll be
things that we have to fIx because it's going to be ...
Commissioner Holcomb inteIjected it's normal.
Mrs. Keehn continued, because it's going to be down to the minutia but it will give you a
view of what we've done and where we're at, so you don't have to take our word for it, it will
be an outside organization of what we've accomplished.

:Mr. Michel stated yes, and this company, their name is Trustwave and for the PCI compliance
they're actually what's called an ASV, an approved scanning vendor, so anything that they
say is considered credible with PCI. So if they said that we passed, we passed as far as in the
eyes of PCI, so that's the purpose of this, and we'll take that and remediate it if they see
anything. And then once you scan and they identity vulnerabilities or whatever, things that
we need to tighten up on, then they'll also scan again after we tell them we fixed everything
and then we'll have a clean bill saying that, you know, we've addressed all the vulnerabilities
and we are now compliant, so.
Commissioner Davenport stated Chairman Biedenbach.

Commissioner Davenport stated is Mr. Michel, excuse me if you said this a while ago and I
didn't pick up on it, are you, are you an employee or vendor or with an organization.
Mr. Michel stated right now I'm a contractor but I guess the plan is, all things go well, I'll be
brought on come October, so ...
Commissioner Davenport stated great, because we need that continuity.

1. Presentation ofU.C.'s Budget for FY20I8 and U.C.'s Capital Improvement Plan FY20IB-
2022 and FY2023-2027:
Mr. Bilinski addressed the Commission and stated good afternoon Commissioners. Today we
will be presenting an overview of the 2018 Proposed Operating Budget and Capital
Improvement Plan for your review and approval. This 2018 Budget continues to support the
Utilities Commission's mission to provide timely, cost effective and high quality products and
services to our customers with sound economy and good management. Assisting me this
afternoon is Laurie Merchant who is our Controller.
Mr. Bilinski went to the first slide and stated Assumptions. In this preparation of the 2018
Budget certain assumptions have been made. For revenues, 2016 actual activity was used as
the base period. With strong residential development continuing, residential customer growth
of approximately 3% is included. Also, in the past few years there has been a significant
change in the Central Florida weather pattern as well as increased customer conservation
efforts, which has made consumer usage, thus the level of revenues, more difficult to project.
With these trends, we have forecast 2018 Budget revenues from operations at approximately

$1.6 million higher than those in the 2017 Budget. There is however, no increase in monthly
service fee rates to customers proposed for 2018.
Mr. Bilinski stated for operating and maintenance expenses, total operating expenses for
2018, including purchased power, are budgeted to be 6.4% or $3 million higher than those in
the 2017 Budget. Purchased power expense is projected to be $1 million higher than in last
year's budget due to the anticipated increase in load as well as system reserve requirements.
Departmental operating expenses are projected to increase by $2 million, of which $1.3
million of this increase is compensation related, including additional staffing requirements
and related benefits which will be discussed later in the presentation. There are also
additional expenses for maintenance of electric and water facilities included. For staffing, the
2018 Budget employee account of 171 full time staff plus five Commissioners, is 10 positions
higher than in the 2017 budget, and again we'll discuss this in more detail in a moment. He
then stated capital improvement expenditures of$19.5 million are budgeted for 2018 and will
be detailed later. This amount does not include any infrastructure projects or related funding.
Mr. Bilinski went to the next slide and stated the 2018 Budget source of funds totals $66.6
million of which $63.5 million or 95% is expected to come from ratepayer service fees.
Revenues from electric service are projected to increase by 2% to approximately $45 million,
while water and wastewater revenues are expected increase by 5%. An additional $3 million
in revenues is projected to come from miscellaneous sources, including developers,
contributions in aid of construction and meter fees, and other funding. As again I mentioned
previously no customer service fee rate increase is budgeted for next year.
Mr. Bilinski proceeded to the next slide and stated for uses of funds, 2018 operating and
maintenance expenses total $49.2 million, of which 45% is attributable to purchased power of
approximately $22 million. The remainder includes items such as wages and benefits,
chemicals, and preventive maintenance expenses, essential to providing services to our
customers and are increasing by $2 million over the 2017 Budget. As I mentioned before
over half of this increase is associated with the increase in compensation including 10
additional staff. The cost to rehabilitate the third water treatment's plant on-site lime residual
holding lagoon is estimated to cost an additional $300,000. Additional expenses for LT.
licensing and maintenance agreements, water and wastewater chemicals, and maintenance of
electric overhead lines and substation equipment are also included. Debt service payments
will be $6.4 million for 2018, which approximates the level for last year, in order to meet the
repayment schedule agreed to with the Utilities Commission's lending institutions. With
capital funding and requirement payments to the City summing to $11 million, uses of funds
also totals $66.6 million.
Mr. Bilinski went to the next slide and stated here's a snapshot of the Utilities Commission's
budgeted persounel by department for 2018. Again the account, the count is 171 full time
employees plus Commissioners and is again 10 higher than last year. The continuing high
level of growth, primarily new residential subdivisions, requires additional persounel

resources in order to adequately maintain system operations, as well as meets the needs of
developers. This budget includes five new positions in Water and Wastewater Field
Operations, including Lift Station Maintenance, two Engineering staff, a GIS analyst and a
CADD technician, and one position each in LT., Electric Generation, and Materials
Management The pie chart on the left depicts the personnel levels by functional area
including support staff.
Mr. Bilinski went to the next slide and stated budgeted 2018 salaries and wages are estimated
at $10.4 million. In projecting the personnel in salary requirements a review of industry and
market norms to insure competitiveness was performed to ensure reasonableness and
competitiveness. This budget includes the compensation increases negotiated as part of the
Collective Bargaining Agreement approved last fall. In addition, earned promotions as well
as step increases have been included. These factors, coupled with the above staffing additions
equate to a $1 million increase or 10% above last year's budgeted salaries and wages. While
the Utilities Commission experienced no net increase in medical premiums for fiscal 20 17,
current industry experts' projeetions are for a 7% increase in health insurance premiums,
which have been included in this budget
Mr. Bilinski went to the next slide and stated the cost of other benefits is at S2.3 million or
$13,200 per employee, and is fairly consistent with prior years. As you can see the Utilities
Commission offers a comprehensive package of employee benefits, which includes
retirement, retirement plans, and life insurance. In total, including healthcare, the cost of
benefits is $4 million for fiscal20lS.
Mr. Bilinski went to the next slide and stated the Utilities Commission's Capital Improvement
Plan is designed to ensure the capital needs of the utility system, that is preserving and
improving the Utilities Commission's investments and capital assets, making system
rehabilitations and replacements where required, meets the needs of our customers. Recently
completed Electric and Water and Wastewater Master Plan updates provides the basis for
developing and prioritizing the capital proj ects included in this plan, along with significant
input and review from Department Directors as to the strategic planning requirements
necessary to support the best interests ofthe Utilities Commission and its customers.
Mr. Bilinski stated the five year capital requirements for 2018-2022 is projected to be $22
million. As you will see on the next slide, the capital requirements are primarily for system
upgrades and rehabilitation with no major facilities or treatment plant expansions planned
within this five year period. Internal funding is expected to cover 60% of the requirement,
with the remainder to come from borrowed debt financing. Over the 10 year planning horizon
an additional $68 million is projected to be spent bringing the total capital requirement to
$140 million. In this 2nd five year period, both water and wastewater treatment plant
expansions will be required. Infrastructure projects, which are not included in the $140
million, are expected to be an additional $39 million and be funded entirely by developers as
grmvth occurs.

Mr. Bilinski went to the next slide and stated the Utilities Commission has budgeted
approximately $26.4 million in Electric System Capital Improvements over the five year
period .. $6.5 million is projected to complete the replacement of relays and transformers and
upgrade buss protection at the Smyrna Substation, as well as install a new feeder line east,
under 1-95 in order to serve new subdivisions proposed in the western corridor. An additional
$4.3 million is budgeted for a 115 kV transmission line to ensure system integrity between the
Airport and Field Street substations. Routine expenditures for items such as conduit,
transformers, meters, system strengthening, replacement of rolling stock, and underground
cable are expected to average $3 million per year or approximately $15 million for the five
year period. An additional $800,000 is budgeted for alternate energy sources including
renewables.
Mr. Bilinski stated water system improvements are budgeted to be $15.8 million over the next
five years. Water treatment process upgrades, including replacement of an undersized and
outdated lime silo, hypochlorite conversion, and aerator replacement are expected to cost $6.4
million. Routine expenditures for water items such as production and distribution equipment,
rehabilitation and replacements are expected to average $2 million per year or approximately
$10 million for the five year period.
Mr. Bilinski stated wastewater and reuse improvements are budgeted to approximate $21
million over the five year period. Wastewater treatment process and facilities upgrades
include expansion ofthe effluent pond, replacement of high service pumps, and sludge
disposal equipment, are expected to cost $6 million. The rehabilitation of lift station 11 at
Riverside Drive and the Yacht Club, including gravity lines and manholes, is a significant
expenditure of $2 million. Additional aging and outdated lift stations replacements will be
upgraded at a cost of $5 million over the next five years. Routine expenditures for items such
as wastewater production and collection equipment rehabilitation and replacements are
expected to average $1.6 million per year or approximately $8 million for the five year period.
Mr. Bilinski stated common LT. and Administration projects total $8.8 million, for items such
as computers, servers, related hardware, including upgrades to accounting and billing
software systems. Completion ofthe rehabilitation of this office building, as well as
relocation of Fleet Maintenance from Swoope and Water Resources relocated at Field
Operations at Smith Street to a new location are projected to cost $2.1 million and $2 million
respectively.
Mr. Bilinski stated the column to the far right shows the projected capital requirements for the
subsequent five year period of beginning in 2023, totaling an additional $68 million. During
this period it is expected that a new Reverse Osmosis Membrane Technology Water Plant will
be needed as well as enhancements to the current Lime Softening Treatment Facility. In
addition, an on-site capacity expansion plus facility upgrades will also be required to the
Wastewater Treatment Plant.
