More specifically,thebooklooksathowandwhythepoliciesoftheRussian centralstate,despitethesizeandformallypervasivepresenceoffederal bureaucracy,oftenhadlittleimpactinthesprawlingRussianprovinces. Throughinterviewswithmorethan800Russianbureaucratsin72of Russia’s89provincesandafreshsetofdataonpatternsofregionalgov- ernmentnoncompliancewithfederallawandpolicy,thebookdemon- strates that resistance to Russian central authority was not ethnically based(asothershaveargued)asmuchasgeneratedbythewillofpower- fulandwealthyregionalpoliticalandeconomicactorsseekingtoprotect assetsthattheyhadacquiredthroughRussia’stroubledtransitionfrom communism.
