Foreword from David Whiting of the Yorkshire Ambulance Service

Nationally the NHS recognises the direct and harmful influence of carbon dioxide
emissions on climate change and it has been recognised that NHS staff, patients and
visitors in England and Wales travel billions of passenger miles per annum (source:
Choosing Health: Making Healthy Choices Easier). Just as the government is seeking
greater leadership in corporate social responsibility from the private sector, it is calling
upon the NHS to play a similar role for the public sector.

Employing 4500 staff with over 1,400 vehicles distributed over 100 locations, leading
change and reducing the impact of our operations on our shared environment is
extremely important to the Yorkshire Ambulance Service. The Trust’s Carbon
Management Plan, which is consistent with local and national health care strategies, sets
out the Trust’s long-term commitment to sustainable reductions of our CO emissions and

reducing the Trust’s carbon footprint. Many of the measures identified to reduce CO
2
emissions will deliver ongoing financial savings from reduced costs associated with
utilities, transport and waste. These can be re-invested into the Yorkshire Ambulance
Trust in order to support further carbon reduction measures and make further long term
cost savings.

The Yorkshire Ambulance Service Trust’s Carbon Management Plan is fully endorsed
and supported by the Board of the Trust and we look forward collectively to reaping the
environmental, health, social and financial benefits.

EXECUTIVE SUMMARY

The Yorkshire Ambulance Service (YAS) completed their Carbon Management Plan in
January 2010 in conjunction with the Carbon Trust. The Carbon Footprint of the
Yorkshire Ambulance Service for 2007 (our baseline year) was calculated to be 16,531
tonnes of CO .

The Government’s target to reduce the UK’s carbon emissions by 80% by 2050 and
34% by 2020 has been set in law through the Energy Act. The NHS Sustainable
Development Unit carbon strategy sets a target of 10% reduction between 2007 and
2015. They also mandate that every NHS Trust must have a carbon reduction strategy
in place. This update summary report should be read in conjunction with the Yorkshire
Ambulance Service’s Carbon Management Plan.

It is anticipated that by 2015, transport will contribute to up to three-quarters of the
Yorkshire Ambulance Service’s costs and more than half of the CO emissions. The

Carbon Management Plan therefore is an essential element of the Yorkshire
Ambulance Service’s core values and has to be incorporated into every level of the
organisation.

The fleet consists of 495 front line vehicles and 467 Patient Transport Services (PTS)
vehicles with 206 RRV (rapid response vehicles) within the fleet of 1456 vehicles. The
Service responded to nearly 2,100 calls per day in 2012/13. Vehicles within the fleet
consist of Mercedes, VW, Fiat, Vauxhall, Skoda, Renault and Land Rovers. The fleet
covers about 49 million kilometres per year and the current annual fuel spend is in
excess of £7 million. The impact on the environment is therefore of a high priority and
the challenge to reduce carbon emissions is enormous.

Working with the Carbon Trust, YAS became the first ambulance service in the
country to commence a Carbon Management Programme and employ a Carbon
Management Specialist in 2009. It was calculated that YAS annually produced 16,531
tonnes of CO2 in 2007 baseline, of which 10,856 tonnes are calculated to be from
transport. The NHS was set the task of reducing emissions by 10% by 2015.
Through the carbon management plan, YAS have identified a potential to reduce the
carbon emissions of the fleet by at least 3,256 tonnes or 30%, far and above the legal
requirements. Through all of the changes to our fleet, estates and operations, YAS is
hoping to save between £500,000 and £1.5million annually.

YAS have implemented an education programme to educate staff on a variety of
different ways in which they can improve their own living standards – these included
information about insulation, energy, green office, sustainable food, green transport,
greener healthcare, water, being green, waste and recycling, sustainable living,
keeping warm and having a green Christmas. External and internal awareness

campaigns and roadshows keep the carbon reduction programme high on the agenda.
Policies have been set up. A Travel Plan for the YAS headquarters was implemented
with ongoing work being carried out with Wakefield 41 Business Park. A bike to work
scheme was run for a successful third year to encourage staff to buy a low carbon
vehicle.

The fleet department have carried out duty cycle analysis, fuel use assessments,
carried out trials with electric vehicles, hybrid vehicles and fuel cell technology. The
aerodynamic assessment of ambulances is still ongoing.

The estates department has reduced the amount of waste generated and the amount
of waste being sent to landfill. Recycling bins have successfully been rolled out to all
stations and offices across the region. The estates have been carrying out an
upgrade programme of lighting, boilers, double glazing, heating upgrades, insulation,
and water audits.

The procurement department have been looking at their tender process and
associated packaging etc to see what can be done to reduce the impact of procuring
essential equipment.
Working with external organisations, the Trust rolled out an NHS Forest programme,
planting 96 trees across the estate. YAS has been working with the Hotspots scheme
to reduce fuel poverty across the region. YAS set up the Green Environmental
Ambulance Network (GrEAN) in 2011 to create a low carbon ambulance group so the
services can all work together, networking, exchanging ideas and redesigning a
sustainable ambulance service for the future with low carbon emissions.
During 2012/2013, YAS has won many awards for their work that they have been
carrying out to reduce their carbon footprint including awards and nominations from
the PEABs (People and Environment Business Awards), the YAS ‘We care’ staff
awards, Energy Saving Trust Fleet Hero Awards and Climate week awards

YAS has for the first time, looked into the effects of Climate Change on the ambulance
service and response times. A climate change adaptation plan is presently being put
together.

1. Introduction
In 2009, the Yorkshire Ambulance Service (YAS) Carbon Management Team worked
with the Carbon Trust to create a baseline assessment of the carbon emissions of the
service. The baseline year used was 2007.

The aim was to commence the implementation of the recommendations identified in
the Carbon Management Plan (CMP) in 2010 and to continue improving, monitoring
and implementing new technologies as they arise.

The CMP identifies areas of potential improvements and specific opportunities for
emissions reduction through to 2015.

This document should be read in conjunction with the Carbon Management Plan
issued April 2010 and the Carbon Management Annual Update 2010 as well as the
Carbon Management Annual Update 2011. These documents can be found on the
YAS intranet.

The Carbon Trust NHS Carbon Management Programme is a five year programme
but in line with governmental requirements to reduce carbon emissions into the future
it is anticipated that this programme will continue past this time and become integrated
into Business plans and cost improvement programmes.
1.2. Legal Requirements
The NHS has pledged to reduce its carbon emissions in line with the UK Climate
Change Act. To help it achieve this ambition NHS organisations are steered by a
series of statutory, regulatory and policy requirements as well as high-level guidance.
Very simply there are a number of things which organisations “must do” and some
which they “should do” in order to be sustainable in financial, social and environmental
terms. The legal and other requirements are covered by:
