Prologue
The purpose of this text is to encourage Education and Social Work students to
engage in critical inquiry about inclusive educational practices, and how they dif-
fer in perspective, application and understanding of their ‘place’ whilst working
in schools in Germany and Australia. Through a number of research studies, the
‘what’ and ‘how’ inclusive practices manifest in schools are explored, in the local
and the wider social/cultural contexts. The intent of the chapters is to provide both
theoretical frameworks and conceptual tools to inform students’ inquiry with
knowledge about the debates, arguments and research findings around the educa-
tional issue of school-based inclusiveness. Critical engagement with these topics
and about their implications for curriculum policies and practices can deepen and
situate student inquiries in a wider context beyond personal experience and o-
pinion. A unique feature of this book is its bilingual nature in order to increase
access to both English and German speaking readers.
The text shows a broad range of perspectives including those of parents,
teachers, social workers and some school executives. Central to the text is the di-
chotomy of perspective and practice surrounding whole-school inclusion in edu-
cational settings. Australia adopted an inclusion policy in 1999 to be applied to
every government State school, based on the recommendations of the Salamanca
Statement (1999). Essentially this shift in direction meant that all students – regar-
dless of learning disability and/or difficulty – would be included in the educational
curricula of mainstream schools. Such a shift in policy was not without its critics
and difficulties, which hampered a smooth transition to an inclusive school. The
main voice opposing such a shift was from teachers who claimed they lacked the
specialist skills, and were not trained nor adequately prepared to successfully meet
the educational and social needs of all students in their class, especially those clas-
sified as having ‘special needs’. Empowerment of knowledge and strategies in
classroom management were the key that ultimately saw inclusive schools in Aust-
ralia become a reality.
As the global trend of inclusiveness in schools spread, so too did the chal-
lenges and the realities many traditionally run education departments faced in em-
bracing the shift. This text explores some of the challenges the German educatio-
nal department has, and continues to have, in the implementation of inclusive prac-
tices in their schools. The ramifications are huge for the whole German education
system, as it means the re-classifying and assignment of students who normally
would have been placed outside of the mainstream education system, into the sys-
tem. The chapters interrogate the success of the Australian inclusive education
policy implementation, and reflect upon what and how the German education sys-
tem can learn from their experiences.
