USE OF IS-BAO BY EUROPEAN AIR OPERATORS

This document supplements the document Comparison EASA Ops Implementation Rules for Non-
commercial Operations with Complex Motor-powered Aircraft and the IS-BAO. That document is a
comparative matrix of the EASA Implementing Rules (IRs) for the non-commercial operation of complex
motor-powered aircraft and the standards of the IS-BAO. This document then compares the AMCs
associated those EASA IRs and the IS-BAO implementation guidance. It is intended for the guidance of
operators who wish to use IS-BAO implementation as part of their means of complying with the EASA rule
requirements.
While it must be understood that operators to which the EASA rules apply must meet those requirements,
the two documents are intended to provide operators and national authorities with information on the manner
in which the processes, procedures and programmes developed for IS-BAO implementation can be used by
an operator to meet the requirements specified in the EASA Parts ORO and NCC Implementing Rules (and
some of the Part SPA requirements) and to identify those requirements which are not fully addressed by the
IS-BAO. Instances of EASA requirements that are not addressed in an equivalent manner in the IS-BAO are
noted in the Comments column and highlighted in yellow in the Table of Contests as well as the body of the
document. While some of these differences are significant many are relatively minor or may be simply be
issues of level of detail. Never-the-less operators should review the document carefully and ensure that their
programs, processes and procedures fully meet the IR requirements. It should be noted that there are some
EASA requirements, such as the fuel requirements, which are different than the IS-BAO requirements and
are under review by ICAO. They are highlighted in turquoise and the IS-BAO requirements will be updated
when the ICAO requirements are published.

It should be noted that as of May 2014 some of the EASA cabin crew requirements are under review. When
this review is completed this document will be updated. It will also be updated as the relevant rules and
AMCs are updated.
