Der neu gewonnenen geldpolitischen Entscheidungsmacht der EU steht jedoch die nationale Souveränität in Fragen der Wirtschafts- und Beschäftigungspolitik gegenüber. Um Konflikte zwischen der EU und den einzelnen Ländern zu vermeiden, greifen die EUStaaten auf Koordinierungsformen zurück, die im Internationalen Währungsfonds und der OECD seit Jahrzehnten erfolgreich eingesetzt werden. Bekanntestes Beispiel dafür ist die so genannte »Offene Methode der Koordinierung«. Sie gilt als zukunftsweisendes politisches Instrument. Armin Schäfer widerlegt jedoch die optimistischen Erwartungen. Er zeigt vielmehr, dass eine solche weiche Form der Koordinierung, die letztlich lediglich auf dem Mangel an inhaltlicher Übereinstimmung basiert, den Mitgliedstaaten eine neue Unverbindlichkeit ermöglicht und den Regierungen keinerlei Verpflichtungen auferlegt. Die Arbeit wurde 2005 mit der Otto-Hahn-Medaille für den wissenschaftlichen Nachwuchs der Max-Planck-Gesellschaft ausgezeichnet.
