This document describes the development of a novel gaseous detector called the Optical Parallel-Plate Avalanche Counter (O-PPAC) for heavy-ion tracking and imaging. The O-PPAC consists of two thin parallel plate electrodes separated by a small gas-filled gap. When a particle passes through, it ionizes the gas and causes an avalanche. Scintillation light from the avalanche is recorded by arrays of photosensors surrounding the gap to determine the particle's position. Simulations were used to optimize the design, finding that four arrays with 15-20 sensors each provides sub-millimeter resolution.
