Foreword
This book will undoubtedly prove controversial. Its thesis—that the role of the
United States as a “lone cowboy” is misguided and counterproductive—is il-
lustrated, and illustrated well, in its relationship with revolutionary Cuba. It is
particularly relevant, perhaps, in the wake of the overthrow of Saddam
Hussein and the U.S. role in Iraq (increasingly seen as an occupation rather
than a liberation). Once again single-minded determination (and shortsighted
ideological considerations) have held sway over common sense and solid
analysis. “Regime change” and “weapons of mass destruction” have been
thrust into Washington’s international agenda, as the presidency of George W.
Bush has sought to imprint its hegemony upon several areas of the developing
world.
Unilateralism has undoubtedly become the major approach of U.S. foreign
policy during this administration, which has refused among other things to
accept the Kyoto accord on global warming, an international treaty banning
land mines, or even membership in the International Criminal Court. In Iraq,
notwithstanding support from Great Britain and members of the rather thread-
bare “coalition of the willing,” it is eminently clear that the Bush admini-
stration’s obsession with overthrowing the Hussein dictatorship took prece-
dence over virtually all other considerations. The thesis of the “lone cowboy”
again seems pertinent.
Nowhere is this unilateral approach to foreign policy seen more clearly—or
for a longer period—than in the troubled U.S. relationship with Cuba. Some
forty-five years after the revolutionary government of Fidel Castro overthrew
Fulgencio Batista, the rhetoric emanating from the Bush White House remains
as harsh as ever. Meanwhile, the international community has moved on, often
critical of the Cuban revolution’s approach to civil and political rights, but
keen to normalize relations with Havana. Indeed, as a traditionally stalwart
supporter of Washington such as the Dominican prime minister has noted, “If
[the United States] haven’t realized the Cold War is over, we have.”
There is no doubt that the government headed by Fidel Castro is polemical
and that the revolutionary government skillfully plays on nationalist rhetoric
and crises (real and imagined), presenting the island as a victim of imperialist
aggression. It is also true that the Cuban president has an uncanny ability to
infuriate friend and foe alike with his iconoclastic approach on a whole host of
matters, including a foreign policy that is totally sui generis. Indeed, in recent
years the Cuban president has roundly condemned several Latin American and
