Preface
This book has been a long time in the making. It began life in
October 1999 when I was invited to give a paper at a conference
held at the Australian National University (ANU) to mark the occasion
of the 50th anniversary of the founding of the People’s Republic of
China. I was asked to give a paper on the relationship between
power and responsibility in China’s international relations. At first I
was a bit hesitant to go, because I was not familiar with the concept
of responsibility. However, the lure of visiting Canberra after a lapse
of ten years and the challenge and opportunity of doing something
new and exciting led me to look up the idea of responsibility in
literature that crossed my desk and to consult my colleagues in
International Relations at Victoria University of Wellington.
My subsequent visit to Canberra was all too brief, but I learned a
lot from the conference, and that set me on my path to look for
more. One of the conference organisers, Dr Zhang Yongjin, then a
fellow of the Department of International Relations at ANU, in
chairing my panel and introducing me to the audience, said that my
paper represented “a Chinese view from inside out”. That succinct
remark has stuck in my mind since. The rather subjective tone of my
“concept paper” pushed me to look for a more objective and empirical
