ment requirements and fees. In addition, this report also
describes existing and planned infrastructure and other
public benefit improvements. The complete text ofmoni-
toringrequirements can be found inAppendixA.
The Planning Department is issuing this first Central
Waterfront Five-YearMonitoringReportin2011 covering

the period from January 1, 2006 through December 31,
2010. In effect, this Monitoring Report includes devel-
opment activities in the years immediately preceding and
following the adoption ofthe Central Waterfront Plan in
2008. Because ofthese relatively recent actions, this first
