AERODROMES

The General Civil Aviation Authority (GCAA) has concluded a review of Civil Aviation
Regulation (CAR) Part IX. This review has included corrections from the previous version
(Issue 3, Revision 0 – February 2014), clarifications and additions regarding certification
conditions, incorporation of Temporary Revision, Notice of Proposed Amendment and ICAO
Annex 14 – Volume I – Standards and Recommended Practices (SARPS).
There are numerous changes throughout the document and therefore CAR Part IX will be
released as a new issue further to this NPA.
The attached version of CAR Part IX incorporates all proposed changes.
Specific changes to the revised CAR Part IX incorporate the following:
• Incorporate content of Temporary Revision to CAR Part IX;
• Incorporate changes from ICAO State Letter (AN 4/1.2.24-13/20) dated 5 April
2013 with subject of Adoption of Amendment 11 to Annex 14, Volume I;
• Incorporate NPA 15-2014 - Personnel Requirements;
• Add guidance regarding Aerodrome Safeguarding (4.18);
• Include changes to support introduction of Landing Area Acceptance and
certification of heliports;
• Provide specifics for Water Aerodrome Operators (Appendix 22);
• Update Appendix 4 regarding Aeronautical Studies; and
• Further alignment of wording to the ICAO SARPS.
A supplementary version of this document with tracked changes is available upon request
from [email protected]. To the extent of any inconsistency between the marked
document and the attached version, the attached version should be treated as official.
The amended Civil Aviation Regulations will be issued once the NPA and consultation
process has been completed.
This Notice of Proposed Amendment is published for the aviation industry, all concerned
parties and appropriate local authorities in each emirate, in order to:
1. Review the attached proposed publication;
2. Submit their comments online through the GCAA website within four weeks from
the date of this NPA.
Comments must be submitted through the GCAA Website – E-Publication – Notice of
Proposed Amendment, using the Action of “Submit NPA Feedback Request.”
