Preface
Like most books, this one has resulted from a number of personal experiences. For that reason, it is as much the product of my wife, Eleanor, as it is of myself.
In June 1966, we moved from Birmingham, Alabama, to Cumaná, Venezuela. We left behind George Wallace, his wife, Lurleen, and their variety of racial hatred. The 
universities and colleges of Alabama steadfastly refused to integrate their campuses, at either student or faculty levels. In Cumaná we encountered a radically different 
Caribbean society. A black governor served the people of the state of Sucre. At the Universidad de Oriente, I worked with colleagues of all racial and ethnic origins 
and taught a multiracial student body. The Oriente section of Venezuela has one of the most racially mixed populations in the Americas. Small black communities, 
remnants of runaway­slave settlements, dot the landscape of the states of Sucre and Anzoátegui. Descendants of East Indian and black refugees from nearby Trinidad 
inhabit the small towns of the eastern reaches of Sucre. Mulattoes, zambos, and mestizos make up most of the population. But a substantial portion of the elite trace 
their ancestry to Europeans. For whatever reason, no one somatic type dominated the racial spectrum of orientales.
On our return to the United States in 1967, we reencountered North American racism in Maryland and Washington, D.C. This culture shock set us to rethinking our 
recent experiences. In Alabama we had thought that we understood the nature of racism and knew what we had to do to combat it. In Venezuela we lived seemingly 
free of racism. But on rethinking our Cumaná environment, several incidents led us to believe that we had overlooked some rather obvious facts. On one occasion, a 
young black

acquaintance told my wife that she would never steal from an employer because in Cumaná the blacks were the most likely to be accused of crimes. As for my 
students, I often noted that they sat in the classroom in a rainbow fashion, with some of the darkest sitting at the back and the two whitest, two young women of 
Spanish and French descent, sitting apart from all of their classmates, at the front.
In pondering our experience we realized that although Venezuela's racial situation varied from Alabama's, some sort of racial divisions did exist. Thanks to grants from 
the National Endowment for the Humanities, the Social Science Research Council, and the Graduate School of the University of Maryland, I returned to Venezuela in 
1969 to undertake a comparative study of race relations in Venezuela and Alabama. During 1974–1975 and 1978–1979, I spent time in Caracas as a Fulbright 
lecturer at the Universidad Central de Venezuela and the Universidad Católica Andrés Bello. During that time I completed much of my archival research on the topic 
of elitist attitudes toward race.
There is no way that I can thank everyone who has helped. For one thing, I spoke to hundreds of black Venezuelans throughout the nation on all sorts of occasions. I 
vividly remember conversations with street cleaners, police, politicians, poets, and laborers. One took place on the beach at La Restinga, on the island of Margarita, 
where a young black Venezuelan complained that he did not know why blacks could not have access to the same hotels and beaches open to whites. I also owe a 
debt of gratitude to all of my Venezuelan friends who have shared their thoughts and experiences with me. If they read the book, they will readily recognize their 
contributions.
Many friends in the United States and Venezuela have helped me at all stages. Judy Ewell and Ira Berlin read earlier drafts of the book. Allison Blakely, Herbert Eder,

The Myth of Racial Democracy
In 1944, the poet­politician Andrés Eloy Blanco wrote a column in the partisan El País in which he likened the racial composition of Venezuela to café con leche. He 
did so in response to a letter from a friend in Brazil which informed him the Brazilian government intended to solve its "Negro problem" by offering stipends to whites 
who married blacks. Blanco considered the idea both offensive and unrealistic, more in keeping with the thinking of Anglo­Saxons than Latin Americans. Venezuelans, 
after all, had already achieved racial balance through centuries of racial mixing. To illustrate his point, he recounted a recent conversation with a group of North 
American professors during which he compared race relations in the United States and Venezuela to the preparation of coffee in the two nations. In that conversation 
he told a guest: "That is how it is, dear professor, with the question of your blacks. In my humble opinion, you have never known how to treat coffee or Negroes. The 
former you leave too light, the latter too black." He concluded: ''Therefore, if it is proven that America ought to be white, I prefer our method of roasting coffee. And 
our form of preparing café con leche. It will prove a bit slower, but it is better." 1
Blanco, a founding member of the populist Acción Democrática party (AD) that emerged in the decade following the death of the dictator Juan Vicente Gómez in 
1935, expressed the openly ambivalent racial attitudes held at the time by middle­ and upper­class Venezuelans. On the one hand, he repeated the widely accepted 
myth of racial equality that had become an official doctrine in Venezuela and elsewhere in Latin America during the twentieth century. Adhering to this belief in racial 
equality (termed racial democracy by many North American scholars), he argued

that prejudice and discrimination were nonexistent in Venezuela. Accordingly, he attacked any expression of racial discrimination in Venezuela as un­Venezuelan. 
Given the fact that by the mid–twentieth century approximately 70 percent of a population of some eight million belonged to a racial amalgam known as pardos, which 
blended African, European, and Indian elements, Blanco's statement had credence. Moreover, when compared to the United States and its virulent form of antiblack 
racism, Venezuelans thought they had a right to believe that they lived in a racial utopia, without violence or other overt manifestations of discrimination against blacks.
On the other hand, Blanco's words contained aspects of a second current, an implicit reference to lingering racial prejudices dating from the past century and before. 
Since the 1890s, the nation's elites had advocated the whitening of their population. They planned to accomplish this in two ways. First, they openly encouraged the 
immigration of white Europeans, while they excluded the entry of nonwhites. Second, they called for miscegenation, along with cultural assimilation, as means of further 
reducing the size of the "pure" black racial minority. The latter they hoped would either blend gradually into a whiter mix or retreat to isolated enclaves in the less 
populated regions of the nation. In other words, despite the pride they took in their mixed racial background, many Venezuelans wanted to dilute the café as much as 
possible with more leche.
In theory, then, Venezuelans had achieved a society free of racial tensions. At least they thought they had—and claimed as much. But, in fact, they accomplished this 
at the expense of blacks, whom they overlooked as a major class. This seeming paradox should come as no surprise to anyone familiar with race relations in modern 
Latin America, as well as to the many blacks of the region. Recent studies of Brazil's multiracial society show similar problems for that nation's black and colored 
groups. George Reid Andrews found a more exaggerated version of the same phenomenon in his study of Afro­Argentines in Buenos Aires. There the white elites 
resisted the integration of blacks into the society of Buenos Aires during the nineteenth century and literally created a separate class of blacks, who still identify 
themselves as la clase de color or gente de color. 2
Similar evidence of the systematic rejection of blacks as a group comes from numerous studies of race relations in Colombia, Mexico, and the Caribbean Spanish 
islands. In all of these cases what sociologists Mauricio Solaún and Sidney Kronus have termed nonviolent discrimination has characterized relations between white 
elites and black minorities or majorities. As Harmannus Hoetink has argued in his survey of slavery and race relations in Latin America, racial prejudice occurred in all 
of the multiracial societies of the region. So, too, did racism—at least in that dominant
