Foreword
Considering the existing and emerging challenges confronting the
organization, the PNP adopted the enhanced vision that states: ―Imploring the aid of
the Almighty, by 2030, we shall be a highly capable, effective, and credible police
service working in partnership with a responsive community towards the attainment
of a safer place to live, work, and do business.‖
Since 2005, the PNP ITP has continuously gained breakthroughs in the
implementation of its projects. Respect from the community remains one of the
PNP’s top concerns. The PNP has been firm, through ―Oplan Tamang Bihis ng Pulis‖
in instilling the proper wearing of the police uniform as the symbol of its commitment
to serve and protect the people. Police visibility has been enhanced with the
recruitment of 6,646 Police Officers in 2009.
In 2010, the PNP has been recruiting 10,000 to reach the ideal police-to-
population ratio of 1:500. The various morale and welfare projects include a housing
program which reduced by 9.16% the number of homeless cops. To improve the
PNP’s ―move, shoot, communicate and investigate‖ capabilities, a 2-billion peso
Capability Enhancement Program (CEP) fund was allocated for the PNP wherein
90% of this fund is allocated to police stations, maneuver units, and other field
operating units. The Model Police Station Project, which aims to integrate and
showcase reforms and best practices in policing and police organization
management, is one of the focuses to be implemented in 89 pilot sites nationwide,
with the active support of the local government units.
In 2010, a number of milestones are once again realized with the concerted
efforts from the men and women of the PNP-PMO and cooperation of the various
PNP offices. Surely, the credit belongs to them and to the stakeholders.
Transform the police, transform the nation.

ITP ADVOCACY
Legacy Run
Under the leadership of then
Chief, PNP PDG JESUS A VERZOSA,
the Philippine National Police
organized the Legacy Run and
Transformation Roadmap 2016 Forum
in all Police Regional Offices (PROs)
to inform both the internal and external
stakeholders on the PNP ITP-PGS
Roadmap 2016, conduct assessment/consultation and de-brief police officers and
stakeholders on the campaign for Honest, Orderly, and Peaceful Elections (HOPE)
2010.
The Legacy Run and Transformation Roadmap 2016 Forum were held in the

With the top officers from the National Headquarters, the DIPO, PRO, PPO,
CPO, CPS and MPS Police Officers, officials from LGU, NGO, NGA, academe,
religious, business and youth sectors were educated about PNP ITP-PGS Roadmap
2016 and HOPE 2010 in a fun and health way.
TRANSFORMATION RUN (Magandang Asal at Tapat na Pagganap sa Tungkulin—
Simulain ng Pagbabago)
After the successful gains of
the Legacy Run, the
―TRANSFORMATION RUN
(Magandang Asal at Tapat na
Pagganap sa Tungkulin—Simulain
ng Pagbabago)‖ was
conceptualized and implemented
as a sequel to the Legacy Run
which directly involve selected
Municipal Police Stations all over the country to localize the PNP ITP, which is the
ultimate goal of Chief, PNP Raul M Bacalzo.
The objectives of this project include:
To continuously advocate and
inform our PNP personnel and
concerned stakeholders of the
PNP ITP, the projects under this
Transformation Program,
including the development and
updates;
To deepen the culture of reform
among the PNP personnel and stakeholders and to secure their commitment
to the ITP;
To generate cooperation and active support from the stakeholders, other
government offices, and the public in upholding the PNP ITP, and unify them

towards the common goal of promoting the PNP Transformation Program;
and
To involve personnel who are committed to continue pushing forward reform
initiatives in their respective jurisdictions.
The first leg of the Transformation Run was held in the municipality of Sto.
Tomas in Davao Del Norte on November 26, 2010, along with the cascading of the
PNP ITP-PGS. Through the said project, which primarily aims to visit the poorest,
farthest, and least visited Municipal Police Stations around the country, the police
officers on the ground gained more appreciation and ownership on PNP ITP and
eventually become transformation advocates to carry out the task of applying PNP
ITP in their respective stations.
PNP RETIREMENT AND PENSION SYSTEM
In line with the overall strategic reforms of the ITP, the PNP Retirement and
Pension System was conceptualized to address the issues of the present PNP
pension system which is reliant to General Appropriations Act (GAA). The project is
geared to establish a system that will meet the needs of the active PNP members
and envisioned to improve the personnel morale and motivate them to an effectual
and competent performance.
The project has two components:
the creation of PNP Retirement and
Pension System (pension system and
actuarial works and valuation) and the
establishment of Police Retirement and
Pension Benefits Administration Service
(PRBAS).
In August 2010, the NAPOLCOM Resolution 2010-202 was released for the
activation of PRBAS which is now being housed at the Benefits and Pension
Administration Division (BPAD). On the other hand, a bill was already drafted by the

Project Management Team and project consultants ready for legislation while the
actuarial valuation is currently being negotiated for outsourcing from a credible
company which has experience in doing actuarial services, including defense in
Congress. However, complete actuarial data, preliminary valuation works and
demographic studies were already conducted and documented by a Technical
Working Group (composed of programmers and researchers) with the assistance of
Mr. Rizaldy Capulong of SSS.
HIMLAYAN NG MGA BAYANING PULIS
The project is envisioned to create a
memorial park similar to the ―LIBINGAN NG
MGA BAYANI‖ in memory of the fallen
heroes of the Philippine National Police. It
occupies 8.3969 hectares land at Barangay
Pinugay, Baras, Rizal which was already
registered at the Land Registration Authority
under the name of the PNP and was granted
with a Transfer Certificate of Title (TCT).
On August 12, 2010, a ceremonial burial was successfully conducted. The Chief
PNP and several members of the Directorial Staff
together with Mr. Ramon G. Henares, Executive Assistant
to the Governor, who represented Governor Ynares
attended the ceremony.
The execution phase of the project is put on hold and is
awaiting for the project development plan from the PNP
Badge of Honor Foundation, Inc.

LIVELIHOOD AND FINANCIAL LITERACY PROJECT
In line with the PNP ITP, the PNP, through the PNP-PMO seeks to develop
livelihood programs and financial literacy programs to help PNP personnel
supplement their salary and become financially productive beyond retirement from
the service.
The Colayco Foundation for Education
(CFE), Inc. will be providing consultancy and
management services without financial cost
from the PNP for the development and delivery
of livelihood programs, projects, initiatives and
activities.
In return, the PNP through PMO
agrees to provide the necessary operational
and technical support limited to the
existing capabilities of the PMO to
CFE for the achievement of the
programs, projects, initiatives and
activities that may be pursued in line with this partnership.
NATIONAL POLICE CLEARANCE SYSTEM PROJECT
The PNP seeks to develop the
National Police Clearance System
(NCPS) Project with an aim to establish a
comprehensive and credible issuance of
police clearance nationwide by providing
the mechanism and policy to standardize

the guidelines and procedures, format and fees.
At present, the police clearance is generally under the charge of Local
Government Units (LGUs). Though operated by city/municipal police stations, some
are assisted by private entities. An appraisal with the existing PNP clearance system
showed that police clearances are issued using varying policies and procedures
which are based solely from available data limited within the area of jurisdiction of
the issuing office, and most of these are without basis for a comprehensive
criminality record check.With this situation, the very purpose of issuing police
clearance to individuals, which is to get rid of criminals from among the ranks of the
workers in the government and private sector, has never been realized. Thus, NCPS
project was conceptualized to address these concerns.
The Strategic and Comprehensive Consultants Inc. (SCCI) submitted an
unsolicited project proposal to the Technical Working Group (TWG) last June 2,
2010.The TWG convened to evaluate and review the project using comprehensive
parameters for awarding. The TWG through DICTM recommended the awarding of
the original proponent status to SCCI.
STRENGTHENING OF PNP-PMO
Asian Institute of Management (AIM) Masters Degree Program
Two PCOs of this office
namely PSSUPT DIONARDO
CARLOS and PSUPT ERCY
NANETTE TOMAS graduated from
AIM with Master in Management
(MM) degree while PCI SANCHO
CELEDIO and Mr. Tristan Arao attained their Master in Development Management
(MDM) degree. This continuing education of the PMO personnel was made possible

through a partial scholarship partnership with the prestigious international education
institution. These personnel are now serving as division and section chiefs in PMO,
as well as project specialists for the different ITP projects.
Two PMO personnel are also currently enrolled at AIM. PSUPT MARLO
MENESES and PSUPT RENELL SABALDICA are taking a Master in Management
(MM) degree in the same school to further boost the management capability of PMO.
ISO Certification
On August 11, 2010, the OCPNP, including the
PMO was awarded the ISO 9001:2008
certification.The certification will further improve the
knowledge retention capability of PMO, a Records
Management System (RMS) attuned with the
International Organization for Standardization (ISO).
The RMS will serve as a guide for PMO’s
Management and staff in supporting a common policy
through the established
policies, procedures and work
instructions, enabling them to
better handle records from the
time of creation, its retention
and up to their eventual
disposal.
