PREFACE

The 2006 Named Freeways, Highways, Structures and Other Appurtenances in California
publication provides information concerning official and memorial Named Freeways,
Highways, Blue Star Memorial Highways, Highway Structures, Safety Roadside Rests, and
Plaques on the California Highway Systems. In most cases, the memorial name of a section
of highway is not the same as the ‘name’ of that highway. For example, a 10 mile stretch of
a Route could have three or more memorial sections named for different individuals

Freeway names originate from four different sources: the Legislature, the Highway
Commission, local jurisdictions, or historical use.

Many freeways acquired their names through local usage and location. Examples of routes
named by location are the East Shore and Foothill freeways. A section relating to historical
names is included in this document.

The California highway and freeway system was first built in Los Angeles area. Freeways in
Los Angeles started as spokes radiating outward from the Civic Center. The name of the
freeway became the name of the freeway’s destination place name such as the Harbor, Santa
Ana, Santa Monica, Pasadena, Hollywood, Ventura, and San Bernardino freeways.

Each Legislative session produces a number of Senate and Assembly resolutions proposing
to name state highway segments or structures in honor of an individual, group or historical
event.

Legislative Chaptered bills referenced to as “CH” are Resolution Chapters and are not Statue
Chapters. Chaptered bills are summarized in an annual publication available in the
CALTRANS Legal Library. House and Senate Resolutions referenced to as “HR” and “SR”
are the official document of the corresponding Legislative body for naming roads, bridges,
historic places, etc.

Unlike a Legislative bill, the Department is not required to comply with Legislative
Resolutions. The Resolutions are only printed in the Daily Journal of each respective body;
therefore, the actual date of passage must be known for research in the Secretary of State
Archives – Bill Room - 1025 “0” Street, Sacramento. Example: SR 138-1949 would be found
in the Senate Daily Journal dated July 2, 1949. Any recording of a single Code Resolution
must always include the date of action.

In the past, no firm Legislative guidelines existed. In the 2004 Legislative session, the
Transportation Committee established a set of guidelines for naming highways and
structures..

The following guidelines provide criteria for the eligibility of Legislative consideration of a
naming resolution for a highway or structure. The guidelines serve the Committee’s efficient
consideration of such proposals. Adherence to the guidelines promotes fairness in
determining whether a particular facility or segment is to be specially designated.
Committee Policy on Resolutions for Naming Highways or Structures

Recommended Policy:

Regarding resolutions introduced on or after April 26, 2004, the Committee will consider
only those resolutions proposing to name or designate state highways or highway structures
which meet specific minimum criteria. The criteria shall include the following conditions:

a) Any person being honored must have provided extraordinary public service or some
exemplary contribution to the public good and have a connection to the community
where the highway is located;

b) The naming must be done without cost to the state: costs for signs and plaques must be
paid by local or private sources and there must be a small additional amount, as
determined by Caltrans but not to exceed 10% of the installation cost, donated to cover
ongoing maintenance costs;

c) The author or co-author of the resolution must represent the district in which the facility
is located and the resolution must identify the specific highway segment or structure
being named;

d) The proposed designation must reflect a community consensus;

e) The proposed designation may not supercede an existing designation unless the sponsor
can document that a good faith effort has uncovered no opposition to rescinding the prior
designation; and

f) When a resolution names a highway or structure in honor of an individual, the designee
must have been deceased for at least 18 months, except in the instance of elected
officials, in which case they must be out of office.
