Attendance and participation at the City of La Verne Council meetings are welcomed and
appreciated. Community engagement provides the City Council with valuable information. Regular
Meetings are held on the 1st and 3rd Monday of every month. In compliance with the American
Disabilities Act, any person with a disability who requires a modification or accommodation in order to
participate in a meeting should contact the City Clerk’s Office at (909) 596-8726 at least 48 hours prior
to the meeting.
All items submitted for future agendas must be in writing to the Assistant City Clerk no later than 5
p.m. on the Monday prior to the first and third Monday of each month. Materials related to an item on
this agenda, submitted to the Council after distribution of the agenda packet, are available for public
inspection at the meeting or in the City Clerk’s Office during normal business hours.

4. ANNOUNCEMENTS AND PRESENTATIONS
a. Badge Pinning Ceremony for Reserve Police Officer Timothy Lopez - Timothy was born
in the City of Glendora and grew up in La Verne. He graduated from Bonita High School in
2014. For his senior project, Tim wrote a paper on law enforcement and he knew then he
wanted a career as a police officer. When he was a senior in high school he joined the
La Verne Explorer program and obtained the rank of Explorer Sergeant until he aged out of
the program. During this time, Tim was also offered a job as a parking enforcement officer, a
position he still holds. Tim recently graduated from the Los Angeles County Sheriff’s Level II
Reserve Academy. Pinning his badge will be Tim’s mother, Melissa Lopez.
b. Presentation by City of Claremont Council Member and Chair of the San Gabriel Valley
Council of Governments Homelessness Committee Joe Lyons on the County's
Homeless Initiative and Measure H
5. CONSENT CALENDAR (All items on the Consent Calendar are considered to be routine and will
be enacted by one motion unless a member of the City Council or member of the audience
requests separate discussion.) (Council Member Davis will declare a conflict of interest on Item
No. 5.d.3. Resolution No. 18-10, Grant of Easement to Southern California Edison because he is
employed by Edison).
a. Register of Audited Demands in the amount of $790,987.66, dated February 13, 2018; and
in the amount of $782,503.58, dated February 20, 2018; and in the amount of $908,657.81,
dated February 27, 2018, approval recommended.
b. Tract 53984; Puddingstone La Venture Surety Reduction - Puddingstone La Venture, LLC
developer for Tract 53984, a residential project located on Puddingstone Hill, has requested a
reduction of their performance sureties (Letter of Credit). Staff has inspected and approved
the construction to date as complete and in conformance with the approved plans.
Staff recommends that the City Council authorize the reduction of the surety
requirements for Tract 53984 from $2,462,000 to $815,000 (performance) and $910,940
to $455,570 (labor and materials) to reflect the work completed to date. The required
ten (10) percent retention for work completed is still included in the remaining amounts.

c. Case No. 26-18SEP - Street Closure for the Cool Cruise Car Show - The City Council is
requested to consider a street closure for the Cool Cruise car show on March 31, 2018.
Greenleaf Events, Inc. has submitted a request to close Third Street from B to E Street and D
Street from Second Street to Bonita Avenue. The street closure will be between the hours of
6:00 a.m. and 6:00 p.m. the day of the event. There are expected to be 250-350 cars parked
on the closed sections of the street.
Staff recommends that the City Council approve a minute motion which directs the
Public Works Director to take the necessary steps to permit the temporary street
closure for portions of D and Third Street in Old Town La Verne.
d. Resolution (s) passage and adoption recommended, as follows:
1. Resolution No. 18-08 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA REQUESTING
APPROVAL OF FISCAL YEAR 2018/19 PROJECT LIST FUNDED BY SENATE BILL 1:
THE ROAD REPAIR AND ACCOUNTABILITY ACT - In April 2017 Governor Brown
signed into law Senate Bill 1 (SB1), also referred to as the Road Repair and
Accountability Act (RRAA) of 2017. SB1 provides for increased gas taxes and
registration fees, which are to be deposited into the State’s newly created Road
Maintenance and Rehabilitation Account (RMRA). RMRA funds will be apportioned
to local agencies each year for basic road maintenance, rehabilitation, and other
safety projects. SB1 also requires each eligible agency to submit a project list to
California Transportation Commission (CTC) in order to receive these funds.
La Verne’s allocation for fiscal year 2018/19 is estimated at $551,000.
Staff recommends that the City Council approve Resolution No.18-08, approving the
proposed SB1 project list for fiscal year 2018/19.
2. Resolution 18-09 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZNG THE
EXECUTION OF AN AGREEMENT WITH SC VELO, INC., FOR THE 2018 SAN DIMAS
STAGE RACE- The Southern California VELO Cycling Club (SC VELO) has
submitted a request to use portions of Puddingstone Drive for the purpose of a
cycling race on Saturday, March 24, 2018. The request specifically involves the
closure of the eastbound lanes of Puddingstone Drive from Wright Avenue to
Fairplex Drive, westbound lanes of Puddingstone Drive from Wright Avenue and
southbound lanes of Wheeler Avenue from Verne Orr Way (private driveway)
between the hours of 7:30 a.m. and 6:00 p.m. (5 a.m. to 6 p.m. with set-up and clean-
up) the day of the event. The race is expected to draw up to 1,000 participants.
Staff recommends that the City Council adopt Resolution No. 18-09, authorizing the
City Manager to execute the Agreement with the Southern California VELO Cycling
Club permitting the cycling race on specified streets.

3. Resolution No. 18-10 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZING
EXECUTION OF A GRANT OF EASEMENT TO SOUTHERN CALIFORNIA EDISON
COMPANY ACROSS ASSESSOR’S PARCEL NUMBER 8375-030-903 (LINCOLN PARK)
- Southern California Edison Company (SCE) has submitted a request for an
easement across city owned property (APN 8375-030-903) to install, maintain, and
operate overhead and underground electrical supply systems and communication
systems necessary or useful for distributing electrical energy. The easement
through Lincoln Park is required to complete the overhead to underground
conversion for the Rule 20A Undergrounding Project. (Council Member Davis will
declare a conflict of interest Resolution No. 18-10, Grant of Easement to Southern
California Edison because he is employed by Edison)
Staff recommends that City Council approve Resolution 18-10, authorizing
execution of a “Grant of Easement” to Southern California Edison Company.
4. Resolution No. 18-11 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZING AN
AGREEMENT WITH MARK ALVARADO, FOR CONSULTING SERVICES RELATED TO
CITY FINANCES. The Council is requested to approve the attached agreement with
Mark Alvarado for continuation of services as Financial Consultant.
Staff recommends that the City Council approve Resolution 18-11, approving and
authorizing the Mayor to execute a professional service agreement with Mark
Alvarado.
5. Resolution No. 18-12 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZING AN
AGREEMENT WITH KITTELSON & ASSOCIATES, INC., FOR THE CREATION OF AN
ACTIVE TRANSPORATION PLAN FOR THE CITY OF LA VERNE - Staff is proposing that
the City enter into an agreement with Kittelson & Associates, Inc. to coordinate and
prepare an Active Transportation Plan for the City of La Verne.
Staff recommends that the City Council adopt Resolution Number 18-12, approving
an agreement with Kittelson & Associates Inc. for contracted services relating to
the preparation of an Active Transportation Plan in the amount of $96,000.

6. PUBLIC HEARINGS
Community Development Block Grant Program for 2018-2019 - This is the 44th funding year
for the Community Development Block Grant Program. According to the Los Angeles County
CDBG Bulletin, the City of La Verne will be allocated approximately $133,000 in Community
Development Block Grant (CDBG) funds. One application for a public service program has been
received for consideration and an application from the Public Works Department for sidewalk
repairs. Staff is continuing to work with the Community Development Commission to allocate the
remaining portion of the grant to benefit the City of La Verne.

Sidewalk Repairs $ 58,000
Unallocated $ 55,050
TOTAL $ 133,000
This recommendation is made after consideration of the federal allocation requirements and the
desire to continue the existing public service program.
Staff Recommendation: That the City Council should approve Resolution No. 18-13,
approving participation in the 2018-19 Community
Development Block Grant Program with the County of Los
Angeles.
Resolution No. 18-13 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS
ANGELES, STATE OF CALIFORNIA, APPROVING
PARTICIPATION IN THE COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM AND SELECTING CERTAIN
PROJECTS FOR FUNDING IN THE FISCAL YEAR 2018 –
2019.

wishing to address the City Council on items not listed in any other place on the agenda. Under
the provisions of the Brown Act, the legislative body is prohibited from talking or engaging in
discussion on any item not appearing on the posted agenda. However, your concerns may be
referred to staff or set for discussion at a later date. Any person desiring to speak should
complete a ‘Speaker Card,’ located at the podium, and hand it to the Assistant City Clerk. When
addressing the Council, please go to the podium and state your name and address for the record.
The Mayor reserves the right to place limits on duration of comments.
