Mula-mula ia mengenyam pendidikan formal di ELS (Europeesche Lagere School). Setelah lulus, ia melanjutkan ke STOVIA (Opleiding School Voor Inlandsche Ambtenaar), sekolah yang khusus mendidik para calon pegawai pamong praja. Di sinilah ia mulai berkenalan dengan dunia pergerakan dan organisasi.</p><p>Sutardjo merupakan tokoh nasional yaitu anggota Komite Nasional Indonesia Pusat (KNIP). Ia penggagas Petisi Sutarjo. Petisi ini diajukan pada 15 Juli 1936, kepada Ratu Wilhelmina serta Staten Generaal (parlemen) Belanda. Petisi ini diajukan karena ketidakpuasan rakyat terhadap kebijakan politik Gubernur Jenderal De Jonge. Selain itu ia pernah menjabat juga sebagai Ketua DPA.</p><p>Membahas sosok Soetardjo yang terkenal dengan Petisi Soetardjo-nya yang mengguncang Hindia Belanda pada 16 Juli 1936 tidak dapat terlepas dari perannya di bidang olahraga. Di setiap wilayah yang dipimpinnya, hanya dua bidang yang selalu ada dalam kebijakan yang diberlakukan oleh Soetardjo, yakni bidang pendidikan dan olahraga utamanya sepakbola. Soetardjo beranggapan bahwa melalui olahraga terdapat dua hal sekaligus yang dapat dibangun dalam masyarakat, yakni jiwa dan tubuh yang sehat dan kuat. Karena inilah hal yang dapat membuat suatu desa dapat maju berkembang, melalui pembangunan manusianya terlebih dahulu.</p>
