CooperatingforPeaceandSecurityattemptstounderstand–morethanfifteenyearsafter
theendoftheColdWar,sevenyearsafter9/11,andintheaftermathofthefailureofthe
UnitedNations(UN)reforminitiative–therelationshipbetweenU.S.securityinterests
andthefactorsthatdrovetheevolutionofmultilateralsecurityarrangementsfrom1989
tothepresent.Theeditorstakeasastartingpointtheargumentthatthisevolutionhas
occurred along two major lines and within three phases. Either existing mechanisms
havebeenadaptedtoaddressemergingthreats,orentirelynewinstrumentshavebeen
created–andthesechangeshavelargelytakenplacewithinthetimeframesof1989to9/11,
9/11totheinvasionofIraqin2003,and2003tothetimeofthiswriting.Chapterscover
arangeoftopics–includingtheUN,U.S.multilateralcooperation,theNorthAtlantic
TreatyOrganization(NATO),nuclearnonproliferation,EuropeanandAfricansecurity
institutions, conflict mediation, counterterrorism initiatives, international justice, and
humanitariancooperation–examiningwhycertainchangeshavetakenplaceandthe
factorsthathavedriventhemandevaluatingwhethertheyhaveledtoamoreeffective
internationalsystemandwhatthismeansforfacingfuturechallenges.
