Elections Security Grant Punds in a maser hat will address the most pressing needs as they relate
tothe seeurity of elections and the perception ofthe integrity of the election process.

In Novamber of 2017, cur Office partnered withthe Wyoming County Clerk's Astocilion to
ate the formatioa of the Plan for Aging Voting Equipment (PAVE) Task Force. This Task
Foroe is comprised of mernbers from the Wyoming Secrdary of Stale’s Office, state lepeltos,
‘ounty clerks, and county commissioners - those best suited to iscuss the dive need of updating,
‘er aging voting equipment. The objective ofthe Task Fores has beos to “deerraine how best (6
idemity, scquir, and fund the replace of voting equipment.” Since our Office has arendy
started the process of essessing the needs af Wyoming counles, we will cantiaue to work withthe
PAVE Task Force to effectively wpproprate the 2018 AVA Elections Security Grant Funds

‘The Wyoming Sectetary of State's OfTos has been allcated $3,000,000 with a five percent sate
match requirement of $150,000 tolling $3,150,000, Wyoming will use thee funds to replace
outdated voting equipment originally purchased with HAVA Funds in 2005, and enhance the state

‘The majority of funds seasived, $2,850,000, which incindes the $150,000 state match, wilt be
ullized ia conjuaetion with the ongaing eff oF te PAVE Task Force 0 purchase new voting
equioment for Wyoming counties, The goal isto replace outdated voting equipment prt to the
2021 election year cycle, baring no changes to ihe current voting method. If there aze changes to
‘he voting rathod, the goal would be to have the equipment replaced prior tothe 2022 eletion
year eyele. The new voting equipment would be cenified atthe most current Voluntary Voting
Sysiems Guidelines as adopted by the Blection Assistance Commission,

‘The remaining $300,000 of federal funds will be used towards enhancing cybersecurity
{nfraszuctoe throughout the Stat, Ove Offce wil continue woeking with counties in an effert 10
Idenify cybersecurity issues atthe county level. I vulnembiliies ure identified, the Becrelary of
‘Sute’s Office will work with counties to analyze the findings, determine the level of priority, and
‘se these funds to address those vulnerabilities. Depending on several factors, the funds may be
‘used immediately or ima Uimefmme more eppropdate tothe specific vulnerability. Due tothe

ongoing nature of cybersecurity vulnerabilities, we anticipate using these funds over the course of
the next $ years.

Investing inthe future of elections 1s of the utmost importance and these funds will be used 10
{urther substantiate the commitment of the Wyoming Sceretary of State’s Office to ensure that the
‘manner in which we conduct elections remains fe, fait accurate and secure.
