Tolimitconsiderationofamendmentsunderabudget
resolution.
1 Resolved,
2 SECTION 1. LIMITATION ON CONSIDERATION OFAMEND-
3 MENTSUNDERABUDGETRESOLUTION.
4 ForpurposesofconsiderationofanyBudgetR^solu-
5 tion reported under section 305(b) ofthe Congressional
6 BudgetActof1974—
7 (1) time on a budget resolution may only be
8 yieldedbackbyconsent;
9 (2)nofirstdegreeamendmentmaybeproposed
10 afterthe 10thhourofdebateonabudgetresolution

1 unless it has been submitted to the Journal Clerk
2 priortotheexpirationofthe 10thhour;
3 (3) no second de^-ee amendment may be pro-
4 posedafterthe20thhourofdebateonabudgetres-
5 olution unless it has been submitted to the Journal
6 Clerkpriortotheexpirationofthe20thhour;
7 (4) after not more than 40 hours ofdebate on
8 abudgetresolution, theresolution shallbe setaside
9 for 1 calendarday, sothatallfiledamendments are
10 printed and made available in the Congressional
11 Record before debate on the resolution continues;
12 and
13 (5) provisions containedin abudgetresolution,
14 or amendments thereto, shall not include pro-
15 grammatic detail not within thejurisdiction of the
16 SenateCommitteeontheBudget.
17 SEC.2.WAIVERANDAPPEAL.
18 Section 1 maybewaivedorsuspendedinthe Senate
19 onlybyanaffirmativevoteofthree-fifthsoftheMembers,
20 dulychosenandsworn.Anaffirmativevoteofthree-fifths
21 of the Members of the Senate, dulv chosen and sworn,
22 shall be required in the Senate to sustain an appeal of
23 the ruhngofthe Chair on a point oforder raisedunder
24 section1.
