RESUMO
O petróleo é fundamental para a sobrevivência da economia internacional e projeções
demonstram que, pelo menos ate 2030, o petróleo continuará sendo a principal fonte de
energia, embora haja uma redução gradual do consumo. Em termos geopolíticos, o petróleo é
tão vital para a segurança energética dos países a ponto de ser securitizado a partir da década
de 1970. A vinculação da geopolítica energética e os direitos humanos se deram a partir de
1990, com a Guerra do Golfo, porém a consolidação do direito de ingerência em caso de
graves violações dos direitos humanos só foi possível após a doutrina de responsabilidade de
proteger. O objetivo deste estudo é analisar se a intervenção humanitária na Líbia, em 2011,
teve fins humanitários ou geopolíticos.

ABSTRACT
Oil is critical to the survival of the international economy, and projections show that, until the
year 2030, oil still remain the most important source of energy, even though there is a gradual
reduction in consumption. In geopolitical terms, oil is so vital to the energy security that it
was securitized from the 1970s. The link between energy policy and human rights has been
set since 1990 with the Gulf War. However, the consolidation of the right of intervention in
cases of gross violations of international human rights law has been possible only after the
doctrine of responsibility to protect. The aim of this study is to analyze if the humanitarian
intervention on Libya, in 2011, it occurred by geopolitical or humanitarian purposes.
