FORWARD
The Massachusetts Rehabilitation Commission Long Range Plan, Fiscal
Year 1983 to 1987 is a document designed to familiarize the reader
with the outstanding program directions of the agency over the next
five year period. The Plan consists of a series of mission statements,
goals, and objectives (where applicable) to explain the leading con-
cerns that are to be addressed by both upper management and the senior
staff.
The Commission's functional divisions and departments will respond with
their annual objectives and action steps to the goals put forth in this
document. Agency staff will review both the Long and Short Range Plans
annually, and may revise the contents where necessary, in order to ac-
complish the best regional area and central office planning possible.
The Long Range Plan is divided into several sections to give the read-
er a complete perspective of agency operations. The "Principles of
Operating the Commission" section defines both the client service and
administrative principles as stated by the Commissioner. A short nar-
rative on the structure and client eligibility criteria is presented
under "The Commission".
The outstanding programmatic achievements together with appropriate
facts and figures is presented in the section entitled "Highlights
of State FY'82". In addition, client service statuses reflecting
actual FY 81 figures, FY'82 and FY' 83 goals are compared. Moreover,
'
fiscal considerations related to the upcoming FY '83 are discussed
under "Budget Priorities of FY '83" along with any commentaries in ac-
cordance with state-funded programs and cost-saving measures for the
upcoming year. An external assumptions section highlights fiscal con-
cerns that could have an impact upon how the agency functions over the
long range
An introductory background to the agency is completed with the section
"Overview of the Commission", in which both a description of the or-
ganization and its structure are discussed. The Organizational Chart
for FY'82 is presented to give a graphic display of how particular el-
ements of the Commission relate to each other.
Discussion of the long range text begins with a presentation of the
"Agency Mission Statement" and "Agency Goal Statements" section.
Office-related missions, goals and objectives are presented for the
different sectors of upper management and senior staff to give a full
account of the anticipated operations for each of the respective of-
fices over the long range time frame.
