SPECIALINTERESTTOPICS
DROUGHTIN THEBURNS DISTRICT
MostoftheBumsDistricthasexperiencednearly6yeai^sofseveredrought.Theresulthasbeenadepletionofsoilmoistureand
lossofvigorofmanyplants.Therehasbeensomemortalityofplantsthataremostsusceptibletodryconditions,andsomeplants
failedtosetseed.Duringthepastdryseason,streamflowsdiminishedandmostreservoirsandwaterholesdriedup.Thedrought
causedasignificantchangeinthehabitatandforagebaseforanimals,andactionshadtobetakentoaccommodateshortages
withoutcompromisingresourcevalues.
Grazingpermitteeshavebeenverycooperativebyreducingtheirusenearly50percentandfurnishingdrinkingwaterforwildlife
throughtheircontributionsthatkeptwellsandpipelinesrunning,evenwhentherewasnolivestockuse.Waterprojectswerealso
developedandutilizedtoprovidewaterforwildhorsesandwildlife.Toaccommodatedroughtrelatedwaterneedsofwildhorses
andwildhfe,theMattDaviesSpringpipelineimprovementprojectintheEastWarmSpringsgrazingallotmentwasspecifically
fundedbytheWildHorsePi^ogramactivity.ThisareaispartoftheWarmSpringsHerdManagementArea(HMA).
Interdisciplinaryteamshavebeenexaminingeachallotmenttodeterminethemeasuresnecessarytoensurethatmanagement
objectivesarebeingmetandthatallresourcevaluesai"econsideredpriortoauthorizinglivestockuseforthe1993grazingseason.
Individualdiscussionswithpermitteeshavebeenongoingsincelastfalltoexplainmanagementobjectivesandoptionsandthe
factorsusedindeterminingwhenlivestockusewillbeallowed.Livestockusewillnotbeauthorizedinmostareaspriortoseed
ripe(normallyJune25toJuly10).Thisactionisnecessarytohelprestoreplantvigorwhichhassufferedduetotheprolonged
drought.
Prospectsforthespringandearlysummerof1993lookgoodwithabovenormalsnow.Thisshouldstarttheseasonoffwithgood
soilmoistureandfillmanyreservoirsandwaterholes.Withwarmweather,plantsshouldgetagoodstart;however,theywill
requirecarefulmanagementtoallowthemtorestorevigor.Highmountainsnowpackisalsoexcellentwhichshouldimprove
streamflowsanddeepsoilmoisture.

CHALLENGE COSTSHAREPROGRAMS
TheChallengeCostShareProgramisacost-sharingagreementwhereanindividualororganizationandtheBLMjointlycontribute
money,materials,orin-kindservicestowardcompletionofspecificprojectsbenefitingfish,wildlife,andbotanicalresources.This
yeartheBurnsDistrictemphasizedtheuseofChallengeCostShareagreementstocompleteseveralhighpriorityprojects.The
Districtwouldliketorecognizetheassistanceandcooperationofthefollowingorganizationsandagenciesinfurtheringour
resourcemanagementgoalsin1992:
TheRockyMountainElkFoundationcontributed$8,000andtheOregonDepartmentofFishandWildlifecontributed
$3,700forcutting500acresofwesternjuniperonOtisMountaintoimprovewildlifehabitat.
TheOregonDepartmentofFishandWildlifeprovided$8,700wortliofmaterialsforconstructionof9miles
offencealongJackCreek.Thisnew3,000-acrepasturewiUbeusedtostudytheimpactsoflivestockgrazing
onsagegrouse.
TheOregonDepartmentofFishandWildlifecontributed$4,000forplanting10,000bitterbrushand10,000
mountainmahoganyseedlingsinthePineSpringsbum.
TheNatureConservancycontributed$9,000towardresearchonseasonalhabitatandfoodpreferencesofthe
BoraxLakechub.Research,whichisbeingconductedbytheU.S.FishandWildlifeService(USFWS)and
privateresearchers,willprovideagreaterunderstandingofpresentlyunknownhabitatrequirementsand
detailsofthelifehistoryoftheBoraxLakechub.

OREGONHIGHDESERT
NATIONALRECREATION TRAIL
ManyyearsofdedicatedhardworkbytheDesertTrailAssociation(DTA)wasacknowledgedbytheU.S.Departmentofthe
InteriorandtheBLM,BumsDistrict.OnJanuary5,1993,aspecialplaquewaspresentedtoBurnsresidentRussellPengelly,
founderandpastpresidentofDTA,inrecognitionofthe
organization'syearsofcooperativeeffortwiththeBLMto
establishtheOregonHighDesertTrailinsoutheastern
Oregon.Mr.Pengellyhasbeenthedrivingforcebehind
theproject,foundingtheorganizationin1972andserving
throughthe1970'sand1980'sasitspresident.Manuel
Lujan,Jr.,formerSecretaryoftheInterior,designatedthe
trailasaNationalRecreationTrailonSeptember18,
1992.
TheDTAwascommendedforitsoutstandingdedication
andcontinuedeffortstodeveloptheOregonportionofthe
trail.TheAssociationiscommittedtocompletingthetrail
whichwilleventuallyprovideahikingroutefromMexico
toCanada.
Intheearly1970's,theAssociationjoinedwiththeBLM
toplanandestablishthetrailroute.Rockcaimswere
initiallyconstmctedastrailmarkers,withguidepoints
beingsubstitutedlaterontoencouragehikerstochoose
theirownroutewithinthetrailcorridor.Plannerspur-
poselydidnotcarveoutanactualtrailinordertoavoid
creatingavisualscarontheland.Completedportionsof
thetrailthreadthroughsomeofthemostscenicareasof
theGreatBasininnorthwestNevada,northeastCalifor-
nia,andsoutheastemOregon.

NATIONAL WILDAND SCENICRIVER
TheDonnerundBlitzenRiveranditstributariesflowdownthewestslopesofSteensMountainanddrainintoMalheurLake.In
1988,Congressdesignated74.8milesofthesestreamsas"wild"'undertheOregonOmnibusWildandScenicRiversAct.Included
intheDonnerundBlitzenNationalWildandScenicRiverdesignationsareLittleandBigIndianCreeks,FishCreek,SouthForks
oftheBlitzenandLittleBlitzen,andthemainstemoftheDonnerundBlitzenRiver.Tobeclassifiedaswild,arivermustbefree-
flowing,freeofmanmadebarriers,basicallyunaffectedbyroads,andhavegoodwaterquality.
The1988Actrequiresthataplanbedevelopedtoprotectandenhancetheoutstandinglyremarkablevaluesforwhichtheriver
qualifiedaswild.ACitizensAdvisoryCommitteeofeightvolunteerswasformedtohelpdevelopissuesandsuggestproposed
actionswithinfouralternativeplans.Thegrouprepresentedwildlife,fish,waterfowl,conservation,livestock,localindustry,and
stateandFederalgovernmentinterests.Thepublicwasalsoinvolvedindevelopingissues.Criticalissuesconsideredwereresource
protection,facilitiesforrecreation,off-highwayvehicleuse,roadmaintenance,landownership,managementofspecialemphasis
areas,juniperencroachment,andwaterquality.
Adraftrivermanagementplanandaccompanyingenvironmentalassessmentwaspreparedanddistributedtothepublicforreview
inJune1992.Thedraftplanincludedassessmentoftheenvironmentalconsequencesassociatedwithfouralternativeplans.The
fouralternativeswere:
1. Continuationofexistingmanagement.
2. Thepreferredalternativewithemphasisonprotectionofthenaturalresourceswithdevelopmentofcompatiblerecreation
facilities.
3. Minimumprotectionofstreamvaluesunderthelaw.
4. Maximumprotectionofstreamresourcesattheexpenseofotherresourceuses.
Thesoontobecompletedfinalrivermanagementplanwill:
1. Provideforprotectionandenhancementoftheoutstandinglyremarkablevaluesofscenery,geology,recreation,
fisheries,wildlifehabitat,vegetation,andculturalandhistoricresources.
2. Takeintoaccounttherightsandinterestsoflandownersandusergroupswhileminimizingconflictsandimpactstothe
riverenvironment.
3. Utilizebaselinedatasuchasrangelandmonitoringstudies,ecologicalsiteinventories,andinformationfrom1991and
1992inventoriesonriparian,aquatichabitat,culturalresources,andrecreationvisitor-useanalysistodetermineprogress
onimprovingsegmentswithintherivercorridorthatareinlessthangoodcondition.
4. Establishatimehneforimplementingmanagementactionsanddeterminingwhatthedesiredfuturetrendsfortheriver
corridorshouldbe.
ThefinalplanwillbeavailabletothepublicearlyinMayandwillbesenttothelistofpublicswhohaveexpressedaninterest
inmanagementoftheDonnerundBlitzenWildandScenicRiverduringtheplan'sdevelopment.Uponrequest,copieswillalso
beavailablefromtheBurnsDistrictOffice.

PINE SPRINGS FIRE UPDATE
Rehabilitationeffortshavebeenongoingsincethe30,000-acrePineSpringsBasinwildfireoccurredinAugust1990.
Reforestationprojectsincludedplanting125,000ponderosapineseedlings.Over68,000boardfeetoftimberweresoldatasalvage
sale.MoreinformationontheseprojectsisfoundintheSummaryofWork-1992/1993AccomplishmentsandPlanssectionof
thisdocumentunderthe"Forestry"title.
InMay1992,incooperationwiththeOregonDepartmentofFishandWildlife(ODFW),10,000mountainmahoganyand10,000
bitterbrushseedlingswereplantedinthebui-nedarea.Theseedlingswereplantedinareaswherethesespecieshadoccurredprior
tothefire.
Becauseoflivestockgrazingpermitteeconcerns,ameetingwasheldinApril1992withrepresentativesoftheBLM,grazing
permittees,ODFW,HarneyCountyCommissioners,andtheForestServiceinattendance.Themainconcernsexpressedby
permitteeswerethatgrazingwasnotbeing
allowedduetothereforestationplantationsand
thatpermitteesdidnotknowwhentheywould
beallowedtoresumegrazingintheirburned
allotments.TheBLMreiteratedthattheEA
preparedforthefirerehabilitationprojectscalled
fortwofullgrowingseasonsofrestinthese
allotments.Duringthismeeting,italsowas
identifiedthatthereconstructionofboundary
fenceshadnotbeencompletedtoallowproper
managementoflivestock.TheBLMagreed
thatthefirerehabilitationrevegetationprojects
wouldbeevaluatedduringthesummerof1992
toassesstheirsuccessanddeterminefuture
use.
InJuly1992,afieldtourwasconductedinthe
burnedarea.ThetourwasattendedbyBLM
personnelwithexpertiseinrangelandandwild-
liinfgepmeamniaigtteemeesnpta,rtsiociilsp,ataenddinfotrheesttroyu.r.SAixrgerparze-- AdvisoryCouncilinspectsnativerangerecoveryofPineSprings
sentativefromtheODFWandaprivaterange ^csinFire.(Coverphoto)
consultantalsoattended.Aftertheon-the-groundtour,aninterdisciplinaryteampreparedanevaluationoftheburnedarea.The
generalfindingswerethatthedrill-seededgrasseswerewellestablishedandhadgoodvigor.Theaeriallyseededareasdidnot
establishwell;butwhereplantstookhold,theywerewellestablishedandvigorous.Theconditionofthegrasseswasjudgedto
bereadytograzeafterthetwofullgrazingseasonsofrest.
Thebitterbrushandmountainmahoganyseedingsweresuccessfulbeyondexpectations.Studiesconductedinthesummerof1992
indicatedapproximately4,600stemsperacre.Theseedlingsweresmallenoughthatitwasjudgedthatgrazingduring1992would
jeopardizetheirsurvival.Fallgrazingwouldposeanunacceptablerisktotheseedlings.However,grazingduringthespring,before
seedripe,wouldbedesirableforthepurposeofreducingthecompetitionfromgrasses.
Asaresultoftheinterdisciplinaryteam'sfindings,twofallgrazingapplicationsweredenied.
Anumberofprojectsareproposedforcompletionin1993.Inorderforgrazingtobeallowedintheportionoftheburnedarea
plantedwithponderosapineseedUngs,5milesofprotectionfencesmustfirstbeconstructedaroundthetreeplantations.The
remainingdamagedordestroyedmanagementfenceswithintheburnwillberepairedorreplaced.Elevenmilesofnewfenceand
onecattleguardwillbebuilttoallowforthedevelopmentofnewgrazingsystemsintheburnedallotments.IntheEastSagehen
andBadgerSpringsAllotments,skeletalmountainmahogany(mahoganywhichwaskilledinthefire)willbedownedtocreate
protectionforseedlingmountainmahoganyplants.AcooperativeprojectwiththeODFWwillresultinplanting11,800mountain
mahoganyseedlingsand17,200bitterbrushseedlingsduring1993. ^^

Asrecommendedbytheteam,grazingwillbeauthorizedinthespringinsomeallotmentstoreducegrasscompetition.Inmostallotments,
grazingsystemsareinplaceorareintheprocessofbeingdeveloped.
Monitoringstudieswillbecontinuedintheburnedareatomeasurethechangesinvegetationafterthefireandtoevaluateourrevegetation
projects.
TheAgriculturalResearchStationinBumswillconductaresearchprojectonbitterbrushseedlingsurvivalbeginningin1993.

MANAGEMENTFRAMEWORKPLANAMENDMENT
FOR THESTEENSMOUNTAINLOOPROAD
AnamendmenttotheAndrewsResourceAreaManagementFrameworkPlaJi(MFP)hasbeenpromptedbytheneedforup-to-
dateplanningforrecreationandrelatedaccessalongtheSteensMountainLoopRoad.
Thepublicwasinvitedtoparticipateinascopingprocessdesignedtodevelopspecificissuestobeaddressedintheamendmentandan
accompanyingEA.Ascopingdocumentwasmailedtoover1,000membersofspecialinterest,environmental,andusergroupsaswellaslocal,
state,andFederalGovernmentagencies,andthegeneralpublic.ThepublicwasinvitedtoattendthreepublicmeetingsheldinBums,Bend,
andFrenchglenwhereideasandhelpfulinformationweregeneratedinsmallwoiicgroups.AdditionalcommentsweremailedtotheBLM.
Fromtheinformationreceived,BLMpersonneldevelopedalistofimportantissues.Theseinclude:
• ShouldaportionoftheLoopRoadthroughtheRoosterCombbeclosed?
• WhatlevelofreconstructionandmaintenanceisappropriatefortheLoopRoadandlateralroadsoffthemainloop?
• ShouldabindingagentbeaddedtothesurfaceoftheLoopRoad?
• Whatisanappropriatelevelofwinteruseforthearea?
• ShouldadditionalcampingfacilitiesbedevelopedalongthesouthsegmentoftheLoopRoad?
• IsthereaneedforaparkingareaandaccessroadnearthemouthofWildhorsieCanyon?
BLMresourcespecialistsintheBumsDistrictusedtheinformationandideasobtainedfromthepublictodevelopseveralaltemativeplans
formanagingrecreationuseoftheai^easurroundingtheSteensMountainLoopRoad.Thealtemativeswerealsodesignedtoaddresstheissues.
AnEAwasthencompletedtoanalyzetheconsequencestotheenvironmentofeachproposedaction.AdraftamendmentandEAwerepublished
anddistributedtothepublicinDecember1992.CommentsweretobesenttotheBLMbyJanuary29,1993.
Commentsonthedraftamendmentwerereceivedfrom77peopleandgroups.Themajorityofcommentsreceivedsupportedtheproposed
altemative,especiallykeepingtheSteensMountainLoopRoadopenandmaintainingtheroadsoallvisitorscouldenjoythesceneryofthe
mountain.Favorablecommentswerereceivedonimprovingoverlooksanddevelopingadditionalcampingfacilitiesalongthesouthern
segmentoftheSteensMountainLoopRoad.ManypeopleaskedBLMtoallowsnowmobileuseonthemountain.Somecommentedexpressed
theconcemthattherewasaneedtoanalyzeimpactsofrecreationactivitiesonlivestockandeconomicsofthelocalregion.
Theplanningteaiinwillusetheideasandinformationobtainedfromthepublictorevisethedecisionsinthesevei'alaltemativeplansandproduce
afinalamendment.ThefinalamendmentandEAwillbeprintedanddistributedtothepublicthisspring.Thepublicwillthenbegiven30days
withinwhichtheycanprotesttheproposedplan.
