Airport Operations Personnel Licence
 Before year 2009, AAHK had been issuing Airfield
Operator’s Certificates to the following categories of
operation since Airport Opening in 1998
 Runway Crossing
 Airbridge Operation
 Pre-Conditioned Air Operation
 Fixed Ground Power Operation
 VHF Radio-Telephony
 The certificates issued were perpetual

Trigger Points of Recertification
 Safety Oversight by the regulator
 Regulator audit observation regarding the competency
of franchisees’ staff involved in ground operations
 With the development of new aprons, AAHK has since
procured and installed new facilities
 AAHK decided to implement the recertification regime
in 2009 with a view to enhance safety practices in HKIA

The Recertification Programme
 The first round involved re-briefing to all operators by
operations managers of the Airport Authority that were well-
versed on the operations and standards. Decision was made
to combine aircraft towing and runway crossing into a single
rating
 At the same token, identified a number of trainers from
stakeholders as facilitators for future rounds of examination
 All operators were required to take paper examination.
 for ordinary operator, the passing mark was set at 80%
 for trainer, the passing mark was set at 90%

Recertification Programme
 After the initial rounds, AA trainers conduct briefing to
trainers and the trainers thereafter provide training /
briefing to ordinary operators
 Examinations conducted in paper format
 Current validity of the Airfield Operator’s Certificate is
2 years and in the process of reviewing
 Cost Recovery Basis
