Sierra L. Alberts
Sierra is the Section Chief of the Office of Criminal Investigations for the Indiana Department of
Environmental Management (IDEM). She received her Doctor of Jurisprudence degree from the
Indiana University School of Law in Indianapolis in 1996. She has more than 18 years of
experience litigating civil and criminal cases in federal, state, appellate and administrative courts.

Sierra has spent her legal career working for the State of Indiana in both county and state
agencies. She has represented IDEM since 1999 as a Deputy Attorney General and as an
attorney in IDEM’s Office of Legal Counsel. Prior to joining IDEM, Sierra was a Deputy
Prosecutor in the Marion County Prosecutor’s Office in its Juvenile and Child Abuse and Sex
Crimes Divisions. As the Section Chief for IDEM’s Office of Criminal Investigations, Sierra
hopes to use her knowledge of Indiana environmental statutes and regulations and experience
litigating both civil and criminal cases to assist in the prosecution of environmental crimes

Mary Allen
A Hoosier native, Mary Allen is a graduate of Indiana University, with a degree in criminal
justice from the School of Public and Environmental Affairs. She currently serves on the
school’s alumni board.

Mary began her career, in 1997, as a bail commissioner with the Marion County Justice Agency
and rose through the organization to become the agency’s chief operating officer.

In 2005, Mary joined the Indiana Criminal Justice Institute (ICJI). ICJI serves as Indiana’s
policy, planning and statistical analysis center for criminal justice. As ICJI’s deputy director, she
was responsible for overseeing the traffic safety, substance abuse, drug and crime, youth
services, and victim services areas.

In April 2012, she was appointed ICJI’s Executive Director.

Jeffrey L. Arnold
Jeff Arnold was elected prosecutor of Delaware County in November of 2010, and began serving
in January of 2011. Prior to taking over as the elected prosecutor, Jeff served as a deputy
prosecuting attorney for 23 years, the last 4 of which were served as Chief Trial Deputy. Prior to
beginning his legal career, Jeff obtained a Master’s Degree in Counseling Psychology, and
worked in this field until 1981. Jeff is a current member of the Board of Directors for the Hoosier
Heartland Red Cross, a past member of both the Youth Opportunity Center Board of Directors
and Crisis Intervention Center Board of Directors, and a past Executive Director for the Youth
Services Bureau.

Sheila A. Arnold, PhD
Sheila A. Arnold, PhD is a Forensic Scientist and Quality Control Coordinator at the Indiana
State Department of Toxicology. She received her B.A in Chemistry, M.S in Pharmacology and
Toxicology, and PhD in Pharmacology and Toxicology at the University of Louisville. Her

areas of research have included diabetic cardiomyopathy, neurogenesis in the brain, and pain
after a spinal cord injury.

After a year and a half of continued research and management of a laboratory at the Kentucky
Spinal Cord Injury Research Center, Sheila accepted a position as the Analytical Laboratory
Supervisor with the Indiana State Department of Toxicology. In January of 2014, she accepted
her current position at the Indiana State Department of Toxicology. Her current duties include
providing instruction and technical assistance in Toxicology to law enforcement officers,
prosecutors and defense counsel, providing expert testimony in Toxicology interpretation for
criminal cases and quality control for the ISDT Laboratory and Breath Test Program.

Patricia A. Baldwin
Pat will begin her 6th term as the elected prosecutor in 2015, having served 14 years as a deputy
prosecutor in Hendricks and Boone Counties. She serves on the board of the Association of
Indiana Prosecuting Attorneys. Among many courses she has attended at the National Advocacy
Center and through the NDAA are “The Experienced Prosecutor Course” and “Prosecutor and
the Media.” A graduate of the Indiana University school of Law at Indianapolis, she resides in
Danville with her husband.

Robert J. Bishop
Mr. Bishop was admitted to the Indiana State Bar in 1991. From 1991 to February 2006, he was
a sole practitioner in Allen County, Indiana, practicing primarily in the family courts including
divorce and support cases. He has served as a Public Defender in Misdemeanor Court; in
juvenile delinquency cases, and was also commonly appointed by the Court to represent parents
in child neglect cases. In February 2006, he joined the Kosciusko County, Indiana Prosecuting
Attorney's Office as its full-time IV-D Deputy Prosecuting Attorney. He has presented at
numerous conferences including the Indiana Child Support Enforcement Conference and is a
former member of the Child Custody and Support Advisory Committee of the Indiana
Legislature. Mr. Bishop currently serves as Chairperson of the IPAC IV-D Subcommittee. He
also serves as President of the Wayne Township (Kosciusko County) Advisory Board and is a
member of the KCV Board of Directors (Kosciusko County's bicycle club).

Valerie Brooks
Valerie has been employed with the Indiana Supreme Court - Division of State Court
Administration as Benefits Manager/Fiscal Officer since September of 2003. She is currently
responsible for the administration of payroll and benefits for all Indiana state–paid Judicial
Officers to include Judges, Magistrates, Small Claims Referees as well as Elected Prosecutors,
Chief Deputy Prosecutors, and Deputy Prosecutors. In addition, she administers pay and benefits
for approximately 100 Senior Judges.
Prior to joining the Court, Valerie was employed with Lincoln National Corporation in Fort
Wayne for twelve years where she served in various capacities within the Human Resources
Department including Senior Benefits Consultant and Human Resources Generalist. She, also,

worked on special projects which involved traveling to various Lincoln companies to educate
employees on how their pay and benefits would be impacted when Lincoln purchased or sold
one of their divisions.
Valerie received her Bachelor of Science Degree in Business Management from Indiana
Wesleyan.
Scott Callahan
Scott entered the private sector in January 2007 by opening his own law practice in Bedford,
Indiana. Scott practices in the areas of personal injury/wrongful death, family law/divorce and
criminal defense.

Scott served as Lawrence County Prosecuting Attorney for 16 years (1991-2006). During his
time as prosecutor, Scott served on the Indiana Prosecuting Attorneys’ Council (IPAC) Board
and as Chairman of the Board (2005-2006). Scott taught trial advocacy for both IPAC and the
National College of District Attorneys (NCDA). In addition, Scott wrote “How to Manage a
Small Office” for the NCDA’s Office Administration Manual in 1999.

Prior to serving as prosecuting attorney, Scott was a deputy prosecuting attorney in Morgan
County (1990) and he clerked for the Honorable John G. Baker on the Indiana Court of Appeals
(1989-1990) and the Honorable David E. Nims Jr. in the Bankruptcy Court for the Western
District of Michigan (1988-1989).

Scott graduated from Indiana University, Bloomington (1985) and the Indiana University Maurer
School of Law in Bloomington (1988).

Scott and his wife, Stacey, have two sons, Jordan Callahan, U.S. Navy, San Diego, California,
(University of Chicago, 2010) and Calvin Callahan a senior at Carthage College in Kenosha,
Wisconsin.

David A. Capp
David Capp was nominated for United States Attorney on December 23, 2009, confirmed by the
Senate on April 22, 2010, and sworn in by Chief Judge Philip Simon as the United States
Attorney on April 28, 2010. Prior to that, he served as interim United States Attorney on three
different occasions. Mr. Capp joined the United States Attorney’s Office in 1985. From 1991-
2007, he served as the First Assistant, responsible for the day-to-day operations of the office.

Mr. Capp has extensive experience in investigating and prosecuting public corruption offenses
and violent crime. He also served as the office’s terrorism coordinator after 9/11. Mr. Capp
earned his B.A. degree from the University of Wisconsin-Madison in 1972, a J.D. degree from
Valparaiso University School of Law in 1977 and is a 1968 graduate of Gary Lew Wallace High
School. He was in the private practice of law for 8 years before joining the United States
Attorney’s Office.

The U.S. Attorney is the chief federal law enforcement officers in their district, responsible for
federal criminal prosecutions and civil cases involving the United States Government.

Robert R. Cline
Robert Cline is the Chief Deputy Prosecutor for Morgan County. He has been Chief Deputy
since 2004. He is also a JAG officer in the Indiana National Guard. He has significant
experience in jury trials and grand jury investigations. He has a JD and MPA from Indiana
University-Bloomington. He is a graduate of the Indiana Law Enforcement Academy, Basic
Judge Advocate General Course, and Advanced Judge Advocate General Course. He has been
awarded the Combat Action Badge and Bronze Star.

Stephen R. Creason
Steve Creason is a Deputy Attorney General and Chief Counsel of Appeals in the Office of the
Indiana Attorney General. In that capacity, he leads the team of 35 attorneys responsible for the
State’s civil and criminal appellate litigation. Having served four attorneys general of both
parties, Steve previously supervised the State’s litigation of death penalty and life without parole
appeals and federal habeas corpus petitions following several years as a Deputy Attorney
General handling general criminal and civil appeals.

Steve has argued 50 appeals before the Seventh Circuit, Indiana Supreme Court, and Indiana
Court of Appeals that have involved a wide range of significant issues, and has over 110
published decisions to his credit. During its 2005-2006 Term, Steve was awarded a fellowship at
the U.S. Supreme Court through the National Association of Attorneys General, where he
worked on over 40 cases that were being heard by the Court. In 2007, NAAG awarded him a
“Best Brief Award” as the primary author of the amicus curiae brief of Indiana and 17 other
States in Burton v. Stewart, 549 U.S. 147 (2007).

Steve is also an adjunct professor at the Indiana University Robert H. McKinney School of Law
in Indianapolis where he teaches governmental law. He is admitted to practice law in Indiana
and the federal courts serving Indiana, and is a member of the American, Seventh Circuit,
Indiana State, and Indianapolis Bar Associations. During 2014-15, he is serving as president of a
national homicide prosecutor bar organization, the Association of Government Attorneys in
Capital Litigation. Steve is a frequent presenter at national, state, and local CLE programs, and
facilitates a national email discussion list for state government habeas lawyers. He received his
undergraduate degree from Wabash College in speech rhetoric and his law degree from IU
McKinney.

An Eagle Scout, Steve remains an active volunteer in several capacities in the Boy Scouts of
America. He lives in Indianapolis with wife and two children.

Rodney J. Cummings
Rodney is serving his fourth term as Madison County Prosecutor. He has also served as a deputy
prosecutor in Marion, Delaware and Hamilton Counties. In Marion County, he was the Director
of Trial Advocacy and a member of the Homicide Division. Rodney was selected as a faculty
member at the National Advocacy Center in Columbia, South Carolina for 13 courses, teaching

trial advocacy skills to our nation’s prosecutors. He supervised the prosecution of 67 homicide
cases as prosecuting attorney and personally tried approximately 50 homicides with one
successful death sentence. Rodney is a graduate of the National District Attorneys Career Course
and Executive Course. Rodney obtained his JD from Indiana University School of Law in
Indianapolis. He is also a graduate of the Indiana Law Enforcement Academy and served as an
Anderson Police Officer for 15 years; 9 years of those as a major felony and homicide detective.

Chris Daniels
Chris is a graduate of Castle High School (’99), Indiana University (’03), and Northern Illinois
University School of Law (’06). After law school, Chris worked at the St. Joseph County
Prosecutor’s Office for five years as a Deputy Prosecutor before joining IPAC as the full-time
Traffic Safety Resource Prosecutor.
In St. Joseph County Chris specialized in alcohol related cases, primarily Felony Operating
While Intoxicated cases. Chris was a member of the Fatal Alcohol Crash Team, a specialized
team dedicated to O.W.I. cases that result in serious bodily injury or death from 2007 until 2011.
In addition, Chris was a member of various groups with the shared goal of preventing underage
drinking, including the Stop Underage Drinking Taskforce.

In his position at IPAC, Chris is responsible for coordinating training for prosecutors statewide,
as well as keeping abreast of upcoming legal decisions and legislative changes that have an
effect on traffic safety

Mary DePrez
Mary DePrez is the Director and Counsel for Trial Court Technology for the Judicial
Technology and Automation Committee of the Indiana Supreme Court. Ms. DePrez joined
JTAC January, 2005. Her responsibilities include the implementation of a statewide court case
management system for Indiana trial courts. She was previously Commissioner of the Indiana
Bureau of Motor Vehicles, and was responsible for implementing Saturday hours in all license
branches throughout the state. She was a trial court judge in Shelby County for six years
and also worked as a IV-D deputy prosecutor. Her other government posts include serving
as the Deputy State Health Commissioner, Deputy and Special Counsel at FSSA and
Chairperson of the Alcohol and Tobacco Commission. Mary received her J.D. from Indiana
University Robert H. McKinney School of Law and also she holds a B.A. in Psychology

Gary L. Durham
Special Agent in Charge
Indianapolis Field Office
United States Secret Service

Gary L. Durham, a native of Georgia, has served as the Special Agent in Charge of the
Indianapolis Field Office since December 2013. As Special Agent in Charge, his responsibilities
include daily interactions with members of statewide media and general public and developing
and implementing the agency’s strategic crisis communication efforts.

Mr. Durham is a 22-year veteran of the Secret Service, having served in protective and
investigative assignments in Nashville, TN, Birmingham, AL, San Francisco, CA and
Washington, D.C. Mr. Durham began his career with the Secret Service in 1992, serving as a
Special Agent in the Nashville, TN Field Office. Mr. Durham was subsequently assigned to the
Presidential Protective Division. Entering the agency’s supervisory ranks, Mr. Durham was
assigned to the Birmingham Field Office where he oversaw the Electronic Crimes Task Force
before moving on to the San Francisco Field Office where he oversaw the Electronic Crimes
Task Force and subsequently, the Protection and Protective Intelligence Squad. Mr. Durham
returned to Washington, D.C. and served as an Assistant to the Special Agent in Charge in the
Presidential Protective Division; Assistant Special Agent in Charge of the Information Resources
Management Division and Assistant Special Agent in Charge of the Washington Field Office. In
the Washington Field Office, Mr. Durham oversaw the criminal division which consisted of five
investigative squads: the Electronic Crimes Task Force, Financial Crimes Squad, Counterfeit
Squad, Money Laundering Squad and the Metro Area Fraud Task Force.

Prior to his career with the Secret Service, Mr. Durham was a Police Officer in Georgia. He
holds a Bachelors of Science Degree in Criminal Justice – Law Enforcement from the University
of Tennessee at Chattanooga.

Patricia Orloff Erdmann
Patricia Orloff Erdmann serves as the Chief Counsel for the Litigation Division. Ms. Erdmann is
responsible for the management of the Division’s litigation sections. The Division represents the
State of Indiana, its officers and agencies in state and federal courts in actions involving almost
every substantive area of the law, and protects the public interest by defending constitutional
challenges and by bringing actions to enforce state laws and regulations. In addition to
overseeing the division and its litigation practice, Ms. Erdmann’s caseload involves class and
collective actions and complex litigation, constitutional challenges, civil rights, employment,
RICO and whistleblower cases in federal and state courts. Ms. Erdmann previously served as
Special Counsel and Section Chief of the Civil Rights & Employment Litigation Section. She
received the Employee of the Month Award in July 2004 by Indiana Attorney General Steve
Carter. Ms. Erdmann has served two Attorneys General since 2002 when she joined the office as
a Deputy Attorney General.

Ms. Erdmann’s 27 years of legal experience spans the public, private and nonprofit sectors. In
private practice, Ms. Erdmann co-founded a firm that was featured in Law in America’s
Crossroad: A History of the Indianapolis Legal Profession. Erdmann previously served as a
principal staff attorney in high-profile, national civil rights hearings and investigations of the
United States Commission on Civil Rights in Washington, D.C. She was presented with Special
Act and Performance Awards by the United States Commission on Civil Rights. She also served
as a legal consultant to the Equal Employment Advisory Council and the National Foundation
for the Study of Employment Policy. As the former Legal Director of the Chicago Bar
Association's Legal Clinic for the Disabled, Inc., Ms. Erdmann managed 160 staff and pro bono
attorneys.

Ms. Erdmann is a seminar chair and speaker at continuing education seminars. In 2011, she
received the Dr. John Morton Finney Award for Excellence in Legal Education in recognition of
joint efforts in presenting the first Women and the Law Division Symposium.

Laurel M. Goeringer
Laurel M. Goeringer is a 2013 graduate of Robert H. McKinney School of Law. Ms. Goeringer
was admitted to practice in October 2013 and has been with the Indiana Parole Board since
March 2014.

James Greeson
James Greeson is a lifetime resident of Indianapolis, graduating from Thomas Carr Howe High
School. He received a degree from Indiana Vocational Technical College and also attended
Indiana University Purdue University, Indianapolis and the National Fire Academy, completing
several courses in Command and Control of Major Incidents. Jim is a veteran of the U. S. Army.
He joined the Indianapolis Fire Department (IFD) in January of 1970. Chief Greeson served for
twenty-six years in the Suppression Division with his last assignment of Shift Commander. In
addition to fire suppression, he has also served as a Deputy Chief of Administration, Deputy
Chief of Operations. He has earned the respect of all who work with him.
He was appointed Chief of IFD in June of 2004, and held that position until his retirement in
April, 2008 completing thirty eight years of service to the citizens of Indianapolis. Chief Greeson
was appointed Indiana State Fire Marshal by Governor Mitchell Daniels on May 12, 2008.
Robert J. Guy
Robert J. Guy is a 1984 graduate of Valparaiso School of Law. Bob served 8 years as the Chief
Deputy Prosecutor in White County and was elected as the White County Prosecutor in 1994. In
November, Bob was elected to serve his sixth term in office. Bob served several years on the

Indiana Prosecuting Attorney’s Council, serving as the Board’s Chairperson in 1999-2000. Bob
currently is a member of the Association of Indiana Prosecuting Attorney’s Board of Directors.

Currently, Bob is a member of the Ethics and Pension Committees. Bob has served on several
other Council/Association committees throughout his years of service.

Jennifer Haley
Ms. Haley joined the IPAC staff in November of 2011. She attended Indiana University in
Bloomington where she graduated with a BS in Psychology followed by a JD. Prior to joining
IPAC, Ms. Haley was employed with the City of Indianapolis as Chief Litigation Counsel. In
that position she was responsible for all litigation, both state and federal, filed against the
City/County and their agencies.

Ms. Haley has spent the majority of her legal career in various roles in the Marion County
Prosecutor’s Office. Over the sixteen and a half years at the prosecutor’s office, she served as
Chief of Staff, Chief of the Criminal Division, Chief of the Homicide Division, Major Felony
Court Supervisor, Narcotics Division Supervisor, Major Felony Division deputy, Narcotics
Division deputy, Municipal Division Supervisor and Municipal Division deputy.

Patrick K. Harrington
Tippecanoe County Prosecutor,
US Special Assistant District Attorney, Northern District of Indiana
Patrick Harrington was elected in 2006 and is currently the Tippecanoe County Prosecutor. From
2009 – 2011 in addition to being Tippecanoe County Prosecutor, Pat was appointed by the U.S.
District Attorney, Northern District of Indiana, as a U.S. Special Assistant District Attorney with
the Gang/Drug Interdiction Unit. Pat has practiced criminal law for 29 years, beginning his
career serving in the Lake County Prosecutor’s Office from 1982 – 1985. Pat has
Prosecuted/Defended over 100 criminal jury trials during his 32 year legal career.

As a passionate advocate for Community Prosecution, Pat has spearheaded multiple initiatives as
prosecutor, including a Project Safe Neighborhoods grant from the U.S. Department of Justice,
which has enabled his department to roll out multiple crime-fighting programs to assist law
enforcement and the community including the Tippecanoe County Rental Property Owner and
Manager Training Program, which trains landlords on how to keep illegal activity out of rental
properties, the WeTip Hotline and School Safety Program, ensuring that every citizen over the
age of five can report criminal activity anonymously and the PSN Anti-Gang Coalition - which
brings federal, state and local law enforcement together with school administrators to share gang
Intel. Tippecanoe County We-Tip Program is the most successful We-Tip Hotline in the Unites
States, and Pat was awarded 2008, and 2012 We-Tip Prosecutor of the year.

Pat is a guest speaker at the Indiana Criminal Justice Institute and Indiana Prosecuting Attorney
Council. Education: Lafayette Jefferson High School, Purdue University (B.A., 1980),
Valparaiso University (J.D., 1983).

William C. Hartley, Jr.

Bill Hartley served four years on active duty in the United States Army in infantry units at Fort
Clayton, Panama, and the 101st Airborne Division at Fort Campbell, Kentucky, among other
places. He is a graduate of the Army’s Jungle Warfare, Air Assault, and Light Infantry Leader
schools.

Bill graduated from Indiana University with a Bachelor of Science Degree in Business with a
major in Accounting. He worked for a certified public accounting firm in Plymouth, Indiana,
while attending law school at Valparaiso University School of Law.

He received his Juris Doctor degree from Valparaiso University and was admitted to practice law
in the State of Indiana by the Indiana Supreme Court in 1996. After approximately two years in
private practice, he returned to his hometown to become a prosecutor. He served as a Deputy
Prosecuting Attorney for Wabash County from 1998-2002 and since 2003, he has served as the
elected Prosecuting Attorney for Wabash County.

Bill has coached various youth sports teams and also served as a Board Member for the Wabash
County United Fund Board of Directors from 1998 through 2004, serving as its President in
2003. He currently serves on the Wabash County Hospital Foundation’s Business & Industry
Committee and also serves as a Board Member on the Indiana Prosecuting Attorneys Council
and on its Executive Committee as the Vice-Chairman. Bill is a member of the Wabash County
Bar Association, Indiana State Bar Association, Indiana Prosecuting Attorneys Council, and
National District Attorneys Association.

Christopher E. Harvey
Chris Harvey was born and raised in Adams County, Indiana. He graduated from Wabash
College in 1983 and Valparaiso University School of Law in 1986. Following graduation, Chris
returned to Adams County, practiced in the law firm of Zwick & Sigler for three years and
served as a Deputy Prosecutor.

In 1989, Chris joined the law firm of Schurger, Zurcher & Harvey, P.C. as a partner where he
maintained a civil practice for nearly twenty years. Chris was elected Adams County
Prosecuting Attorney in 1998 and is completing his fourth term. On January 1, 2015, he will
begin serving Wells County as its Chief Deputy Prosecuting Attorney.

Chris has previously lectured at IPAC seminars and has served on IPAC’s Board of Directors
since 2005 (past president 2008) and IPAC’s Ethics Committee. Chris and his wife reside in
rural Adams County and have three children.

Keith A. Henderson
Keith A. Henderson is a former State Trooper who served as First Sergeant and Legal Adviser
for the Indiana State Police. He was appointed to the Office of Prosecutor in Crawford County,
Indiana on March 13, 1998 and elected to a full term the following November. In 2002, Mr.
Henderson was elected to the Office of the Floyd County Prosecutor and he has served as such
since January 1, 2003, having won re-election in 2006 and 2010. Mr. Henderson received a B.A.
in Criminal Justice from Valparaiso University and a J.D. from the Louis D. Brandeis School of

Law at the University of Louisville. Mr. Henderson instructs law enforcement agencies and
Prosecuting Attorney Councils at conferences and lectures within the Southern Indiana region
and across the country. He has been a featured speaker for the International Association for
Identification, the Missouri Capital Litigation Conference, and frequently lectures for the Indiana
Prosecuting Attorneys Council. Mr. Henderson is a member of the Board of Directors for the
Indiana Prosecuting Attorney's Council and a past Chairman. He is currently the Chairman of its
Ethics Committee and serves on the Indiana Supreme Court Rules Committee. In December
2010, Mr. Henderson was selected by his peers as the Indiana representative to the National
District Attorneys Association (NDAA) to represent the interests of Indiana prosecutors.

Richard J. “Ric” Hertel
Mr. Hertel is the elected Prosecuting Attorney in Ripley County, the 80th Judicial Circuit in
Indiana. He was first elected in 1998. Prior to becoming Prosecutor, Mr. Hertel did criminal
defense work. He presents regularly to State, County, and Local police agencies on a variety of
different topics including 4th Amendment, domestic violence, OWI law, sexual assault, and
updating officers on changes in statutory and case law. He has presented for the Indiana
Prosecuting Attorney’s Council (IPAC) and is currently on their Board of Directors. He has
acted as faculty at the National Advocacy Center and for the National District Attorney’s
Association (NDAA) throughout the country previously on various topics, including trial
advocacy, sexual assault, domestic violence, ethics, community prosecution, prosecuting public
figures, and civil liability. In 2012, Mr. Hertel taught for the National Children’s Advocacy
Center at the 28th Annual National Symposium on Child Abuse in Huntsville, AL. He also
presented in 2013 in Dallas at the 25th Annual Crimes Against Children Conference.
Additionally, he has taught for the Indiana Coalition Against Domestic Violence (ICADV), Rape
Task Force of Fort Wayne, Marion County Prosecutor’s Office and the Dekalb County Domestic
Violence Task Force.

In 2003, Mr. Hertel received the “Benjamin Harrison Award” as Indiana’s outstanding elected
official. That same year he was also awarded the “Friends of Safe Passage Award” for his work
with victims of domestic violence. In 2007, the Indiana Coalition Against Domestic Violence
named him Outstanding Prosecutor of the year. He was instrumental in starting the Region 15
CAC, Indiana’s first regional CAC that serves six rural counties, including his. Mr. Hertel
currently serves on the CAC’s board of directors.

Curtis T. Hill, Jr.
Curtis Hill was born in Elkhart County, the fifth child of Curtis T. Hill, Sr. and Eleanor M.
Hill. He earned his Bachelor of Science degree in Marketing from the Indiana University School
of Business in Bloomington, Indiana, and thereafter his Doctorate of Jurisprudence from the
Indiana University School of Law in 1987. Hill began his legal career as a deputy prosecuting
attorney for Elkhart County where he also maintained a private general practice of law. As a
deputy prosecutor, Hill gained the reputation of a skilled litigator in the prosecution of
homicides, child abuse, and the distribution of illegal narcotics.

In November 2002, Hill received 78% of the vote and was elected Elkhart County Prosecuting
Attorney, succeeding Michael A. Cosentino who held the position for 28 years. Armed with an
